As I was building my new Oracle PC for next week's game, I noticed that the wasting oracle's curse gave a -4 to Use magic device. Why?
As I've always seen it, UMD was a skill that exists entirely upon the characters reflection of knowing oneself and having good self-confidence, nothing physical.

He is less confident in himself because he is hideous? It is the only explanation I can think of.

He's confident enough to cast spells by himself, despite his ugliness, but he's not confident enough to cast spells through a wand or staff?
