On page 179 it says you do not apply your "Dexterity bonus"...well 8 Dex does not have a bonus but a -1 penality. So does that mean your flatfooted AC is 9 and not 10?

You don't apply your Dex bonus, but you don't take away the negative either. Being flat footed is not something that's supposed to be beneficial to you.

When the game says "bonus" rather than "modifier," it really means "bonus."
In other words, if you have an AC penalty from a low Dex, it still applies to your FF AC.
