Doesn't work. Personal spells do not target one or more creatures; they target you. Only spells with a Target: line that reads "creature touched", "one or more creatures", "one creature/level", etc, can be applied to a Rune domain cleric's runes.
Q: Oh wait, there is something there that should prevent me from doing silly stuff... "..it must target one or more creatures." Yeah, this doesn't prevent me from doing silly stuff, does it?
A: No, this shouldn't prevent you from doing silly stuff, since a spell with the range of "Personal" still targets "one or more creatures".
No. A spell with the range of "Personal" either has no Target line, or "Target: You". "You" or "--" is not the same as "one or more creatures".

3) Remove SERIOUSLY costly components of certain spells. Since Blast Rune and Spell Rune are both Spell-Like Abilities, they also can be used while grappled.
This doesn't work either, for the record. Spell Rune is a SLA, but it specifically says that you have to cast the spell attached to it.
For the record, I do concur that the Rune domain is a good one to focus on for a Cleric optimization excersize. It's an extremely nice domain; it grants a bonus feat (and a good one -- Scribe Scroll), it has a decent enough 1st level ability, an excellent 8th level ability, and a decent spell list (although there's still the problem that instant summons isn't usable by a cleric, as written).
