PDQ is free. I also recommend PDQ Sharp which is also free. They do not cover how to do magic, although the system is so open ended, it would not be difficult to make up your own magic rules.

Questers of the Middle Realms does have magic and psionics, but is very lighthearted. It can be done with less tongue in cheek, but some may have difficulty getting past the humor. Jaws of the Six Serpents also has magic but without the humor.

All of these systems are nearly identical. If you want to try out the free stuff first and need some help with a magic system, just let me know. I would be happy to help a fellow GM.

My first attempt at using PDQ for pbp.

I had to buy 2 more Paizo Purple d20's because my 1 year old kept stealing mine. Every time he'd go near it all he would say was "dice, dice" until I gave it to him. He'd just sit there rolling it over and over.
