All the 4e PBP games I've joined have died or never started so I'm goint to start my own.
All 4e races (monster races also), classes, powers, feats and gear from all the 4e WotC books can be used even the Forgotten Realms, it will not be set in the Forgoten Realms though. Characters can be of any allignment and follow any deity they wish.

I'm interested ! I'd also encourage you to use a module as a guide, even a free, amateur written one. The PBPs I've been on here and elsewhere have been much more successful that way, rather than the DM winging it.
I'm ruming a caimpaign that I already ran my tabletop group through. So it shouldn't be a problem.

I might not be quite maxed out . . .
Can you tell us something about the game plan?
The setting is the city state of Genera. The city fills a serpentine valley leading to deep water fjord. The government is mash of military dictatorship, catholic hierarchy and mercantile populism, meaning the entire purpose of the city is to make money. Players start out as members of the city watch, one of the guilds or a member of one the 3 ruling assemblies. The game starts as a city adventure but moves out side later on. The city doesn’t care what you are or what you worship as long as you pay your taxs and don't cause problems.

Anyone intersted in playing needs to choose to belong to one of the following groups and inlude it in their charater design.
FACTIONS:
City Watch: You’re a Sergeant in the city watch. You have the ability to arrest or detain people, search peoples property and homes if warranted. You have a +2 bonus to intimidate and streetwise. Bonus Feat: Sound the alarm (only usable in Genera); Once per day during combat you can blow your alarm whistle (a minor action) and 2 - 6 Red Caps will arrive in 1d6 rounds to assist you or you can gather up to four red caps before entering a dangerous situation.
Guild Representative: You are a novice functionary for one of the sanctioned guilds, your job is to ensure the quality and legality of guild members (merchants, bankers, bakers, etc.) products also ensuring that the street vendors have a license to operate in the city. You have a +2 bonus to bluff and perception. You have access to ‘better’ equipment and training gaining either a +1 item w/power or one extra at-will power at the beginning of the game and a 10% discount on all equipment (yourself only) throughout the game.
Assemblyman: You are a sophomore member of either the Hoog Bevel (military), the Hauswirte (noble/cleric) or Gewöhnlicher (commoner) assembly. Your job is to act as magistrate, looking into cases of public malfeasance and corruption (financial, political, clerical or other) within your assemblies domain and to resolve any cases that are found. You have a +2 bonus to diplomacy and perception. You can issue warrants of search and arrest and can adjudicate minor cases of theft, property damage and public disorderliness.
Warning abuse of power caries severe penalties.
Other information:
The city watch are called Red Caps because of their red caps and it is Illegal for any person who is not part of the watch to wear red headgear.
All gods are represented in the Mall of Gods even the evil ones but it is illegal for any group to worship or practice their religion out side of the Mall of Gods or private residence. Murder, human sacrifice and necromancy are still illegal even if they are part of religious rituals.
There are several thieves’ guilds but the Guild masters do not officially recognize them.
All business and trades must be sanctioned by the appropriate guild, must have and display the guild seal, or it is considered a criminal enterprise.
There are only two roads leading into the city, the West Road that heads west into the Dwarves Mountain Holds and the Silk Road that meanders south through the Eladrin forests and into the Tepid Swamps.
Slavery is illegal but a form of indentured servitude is common.

The Frigid Blow sounds cool, pun, can't wait to see it in action. I will accept races, powers and classes from both WotC e-mags as long as I can get a copy of the article to read first.
The 10% does apply to charcter creation
Also what guild do you belong to Bankers, lawyers, doctors, mages, mercenaries, butchers, bakers, candle stick makers.
So, here's my character. Two questions, though;
1. Do you have any complaints about the at-will Frigid Blow, from this Class Acts from Dragon (Fortunately, it's still free to look at.)
2. Does the 10% off equipment from being a Guild Representative apply during character creation?

Character creation is a free for all, play a Warforged rouge or Drow paladin play what you prefer. The purpose of this game is to have as much fun as possible.
Genera is very liberal in race relations, it is a free port after all.
Bigotry is common, humans hate the fey who hate the dwarves who hate the tiflings who hate the dragonborn etc.
You start as officials of the city so it is important that you be able to do your duties as best you can.
This sounds great.
I'm willing to fill any roll, but my preference would be either an Eladrin Warlord or Elven Fighter.
Sounds like the scial skills will be more important than usual?

Well, I think I'm done with my sheet.
Also, in regards to the guild, I decided to go with the mercenary's guild. Basically, he ended up wandering into the city, joined the guild to get some work, and before he knew it he got tied to the city and couldn't just wander off again.
As a guild member you get a +1 weapon with a power or an extra at-will not both, also did you add the bonus' to your bluff and perception.

Graynore: I'm of the viewpoint that Tieflings don't all look like Hellboy. How a Tiefling Looks is up to you to describe, the only proviso is they must look demonic or otherworldly. Horns, scales, tails (one or many), fur, hooves, etc, have no other in game value other than roll-playing. If you want we could make a feat where you could use one your physical traits.
Nasserath: I have all the 4e books and most of the Dragon articles so any class, race and alignments are ok to use.
Both of you need to pick one of the following factions during character creation.

I'm interested as well. (GM Victory)
I already have a PC (Minotaur Fighter 1) from a different game that fizzled out. I made the modifications so it met your game requirements.
"Galvan left the Minotaur Holds after losing his horns. He raided and did mercenary work before he came to Genera. He was offered a place on the City Watch after single-handedly ending a bar brawl, which he had only done because the brawlers spilled his drink. With his first month's pay he commissioned a pair of iron horns and had them bolted on to the remnants. Since then he's been a dedicated keeper of the peace."

I am interested in playing. (I DM a tabletop game, so I'm jonesing to try out the game for once.)
I've never played PbP, though, so I might need a little advice from time to time. I am happy to play the party cleric or warlord, whichever ...
I'll make up one of each and see which I like better and then let make an alias.

Ubermench, is it possible that we all know each other because we are all mercs?
I would say that if you are members of the same guild, same church or the city watch it's reasonable that you might be close friends. If your from separate factions you would at best know of them.
Genera has a population around a million people so it's posible that you would have never met some of the others except under exceptional circumstances.Isari of the Frost is a member of the Mercenaries guild and galvan Ironhorns is a sergeant in the city watch they might know of each other but not friends.

My character's name is Sunaj. He is an expatriate revolutionary from the Underdark. He would like to see an end to the matriarchial political structure of Drow, to allow males of ability and ambition an opportunity to lead. He is not part of any established house but rather was born a member of the lower classes. He was almost sacrificed to the drow's deadly goddess were it not for the manifestation of his 'gift'.
Thereafter, he rose up the ranks of drow society but always his ambition has been stymied by the haughty females. Sunaj is a chauvenist and cannot imagine himself ever caring or loving a female unless he is a dominant position.
He ventured up to the surface because of the many visions that he has received concerning an ancient codex of power that he know contains the knowledge needed to remake his society. However, his search thus far has been fruitless.
Sunaj is a part of the Mercenary Guild.
