There is the Half-Vampire template from Libris Mortis pg106, though its a LA+2. perhaps you could modify that down to LA+1
for referrence you could see the Variant Draconic Racial Class (Races of the Dragon pg70), using its ECL +1 as a guideline.

I was wondering if i could call on the help of all of you in the paizo community.
i am looking for an interesting template to add to a human. The ECL must be +1 at max. I need help to either make a template or if you know of an already existing one.
Ok, you have a CR of +2 and an ECL +8 with the normal vampire template.
It really depends on what you are looking to do. Doing a template with only an ECL of +1 really limits you on what you can do. Basically that amounts to a couple of improved stat changes. Fast Healing is one of the biggest reasons for the large ECL. If you got rid of the Damage Reduction, Fast Healing, Resistances, Turn Resistance, and the bonus feats, then reduce the skill bonuses and the ability modifiers, you will end up a lot closer to a +1 adjustment.
Things to watch out for -- the ability to shape change is still pretty powerful -- you may want to limit that. Spider climb probably isn't a big deal in the long run. Gaseous form could be annoying for the DM. Energy Drain is pretty powerful -- you should at least limit it to only one negative level (or get rid of it entirely). Dominate could be really annoying for the DM. Summon Swarm could be powerful and you might want to limit it. The Create Spawn ability could be really bad -- an easy way to gain cohorts without any "cost".
Basically going from a +8 to a +1 is huge. I mean just making them undead and giving them immunity to sneak attacks and critical hits is almost worth a +1 ECL.
I hope that helps. I'm just not sure how feasible it is to make a vampire only have a +1 ECL and still make it "look" like a vampire. Good luck.
Ronin Arts had a d20 Modern Vampire advanced class by Bruce Baugh. You could use it to add one level (or more, you can scale it as you like)of Vampire to the human. The abilities are broken down by weaknesses, basic, intermediate and advanced qualities. There are several options for each.
It scales just fine with D&D, just ignore the defense and reputation features.
