From what I can tell, this doesn't actually have anything to do with solar power. What they have actually discovered is a new catalyst for generating hydrogen more efficiently. Presumably, it works particularly well at low voltages or some such thing, which would at least relate it to solar power somewhat.

So this doesn't just apply to solar power. It might also be used, for example, to help produce fuel for hydrogen vehicles (which I have usually been pissed at because they're simply a less efficient version of electric vehicles) in a cost-effective manner.

All the catalyst does is function like Iron in Martian Permafrost...it exerts a chemical fission on the water molecule as it is "excited" with electricity (as opposed to solar excitation).
