The simplest answer really is that it means someone is here to fix it when it is broken, be it an image that doesn't load right, a link that goes nowhere (or somewhere misleading), or formatting that's utterly broken in one or another browser, rather than letting it just be wrong for eight to ten hours before someone gets in the office to fix it.
