Am I mis-reading the Wizards Arcane Bond?

" It States that a Wizard can enchant his bonded object as if he had the feat." So a 1st level wizzard can chose to start with a Staff with 10 charges of Hail of Stone, even though a wizard needs to be 12th level to take the feat. Doesn't that just seem a little OPed.

I haven't looked at the rules recently... but I think the intention was that a bonded object doesn't HAVE to be a magic item. But it can be. A wizard who has a bonded staff at 1st level won't have a magic staff... just a bonded staff. Once he's 12th level, he can make his staff a magic staff as if he had the proper feat. At least... that's how I THINK it's supposed to work...

This could be a bit more clear, you do need to meet certain level requirements to craft magic items. The arcane bond simply lets you do it without the feat.

The level requirements for magic items are not the same as the requirements for the feats, however. A +1 magic weapon requires a CL of 3rd, but the feat isn't available until 5th. As written, the wizard only needs to meet the CL requirement - is it supposed to be otherwise?

Huh...I was misreading it too. I read it as the only thing keeping you from making it an uber-staff (or ring or amulet) was the caster level limit of crafting it and the amount of gp and time you had available.
