I've had this idea going through my head since A2 was released and just finished it up.
Chaos
Your being is filled with the natural chaos that spun the world.
Class Skill: Knowledge (the planes)
Bonus Spells:
Color spray (3rd), shatter (5th), dispel magic (7th), chaos hammer (9th), dispel law (11th), animate object (13th) ,prismatic spray (15th), words of chaos (17th) cloak of chaos (19th).
Bonus Feats:
Combat Casting, Craft Rod, Empower Spell, Improved Counterspell, Improved Initiative, Iron Will, Quicken Spell, Skill Focus (Knowledge [the planes])
Bloodline Powers:
Your power is conceived of pure chaos. Your level increases as does the chaos in your soul. You must be careful to not let the chaos consume you.
Touch of Chaos (Sp): At 1st level, as a standard action, you may target anyone within 30 feet. They are affected confusion (as the spell). This lasts for one round (Will Negates)
Wild Soul (Su): At 3rd level, your base caster level is -3. Whenever you cast a spell that has an effect based on caster level roll 1D6 and add that amount to your caster level.
Probability Twist (Su): At 9th level, when a spell or magic item has a random effect you may roll twice and pick either for the effect.
Chaotic Counterspell (Su): At 15th level, you can Counterspell as an immediate action. This ability may be used a number of times per day equal to your caster level.
Chaotic Reflex (Su): At 20th level, your body surges with chaotic energy. A number of rounds per day equal to your caster level, you may reflect spells back at the caster, as per the spell Spell Turning. This ability may be activated whenever you are the target of a spell. The rounds do not need to be used consecutively.

The extra spells seem a little imbalanced since none of the other bloodlines gives access to spells not already on the sorcerer list. Also, confusion seems a lot more powerful than the other first level powers.
Actually, they do, take a look at the celestial bloodline, at 3rd level, they get bless as a 1st level spell. If I recall correctly

Well the effect is basically lesser confusion which is a bard spell of 1st level. I believe the fey heritage has something similar. As for the spells, I took many from the old "Chaos" domain, which as it currently stands are not going to be cast by any class. I also bumped a couple of the spells up a level (Words of Chaos and Cloak of Chaos).
Edit: I relooked at the spells and only "Chaos Hammer" was a Chaos Domain only spell, but I don't think it's overpowering since it is limited to a specific heritage.

Can sorcerers use Quicken Spell now?
At present no, unless they take a feat such as Arcane Preparation which would let them prepare metamagic spells in advance. I don't see any changes to the metamagic rules so far in Alpha 3.

One addendum to that. the Arcane Bloodline adds a limited ability to cast metamagicked spells with no casting time penalty at 3rd level becoming unlimited at 20th.
