Disclaimer: Haven't actually playtested barbarian powers yet.
IMHO, the following barbarian powers might be overpriced:
Clear Mind
Elemental Rage [6 or 9]: depends how many attacks the barbarian is expected to be effective with.
[SIDE_NOTE] Something that adds to the weapon's damage for 6 rage points per die seems better to me. [/SIDE_NOTE]
Mighty Swing [6]
Night Sight [3]
[MEMO]This is because it requires two power picks.[/MEMO]
Quick Reflex [3]: If a feat can give you multiples of these, and increased DR (a feat) costs 6 rage points, I can't see a single attack being more than 3.
Surprise Accuracy may be UNDER-RATED. Check possible combinations with other rage powers. OTOH, this sort of combo is a case of burning a candle on both ends.
Terrifying Howl: Need to check severity of the PANICKED condition, this one might be priced fairly.

I haven't playtested it yet (we only had time to make up our characters last session) but it seems like alot of the Rage Powers are overcosted. Even at higher levels when you will have beaucoup points, you will burn through them faster with your rages as they cost increasingly more to activate.
Lets take a look at a 20th level example:
Avg Con: 20*
*(For a 20th level this may be a conservative estimate, but lets go with it.)
First level at 4+con = 9
19 other levels at 2+con = 7x19 = 133
Total = 142
If you rage an average of lets say 5 times a day, for at least 6 rounds, at a cost of 4pts per round for Mighty Rage, so thats 120 of your points right there. That leaves 22 points for the powers.
With costs like 9, 12 and even 18, you don't seem likely to use many of the powers.
Lets even lower our assumptions and say 4 times a day for 5 rounds, thats still 80 points and only 62 for powers. Thats alot better, but if you activate a 12 cost power five times over all those rounds in rage, you'll only have 2 points left.
I like the new rage, I just think it needs some work.

Then maybe you don't rage 5x day. Maybe you use 3 instead with more options availble to you. On the other hand you can get just what you used to get in 3.5. The mechanic just got the right amount of buff it needed.
