So when will this be properly available? I bought this earlier and redeemed the Foundry Code but it's not popping up.
There was a similar problem with the Starfinder modules, you might need to update your Pathfinder System to version 6.2 to see this.
(Previous version wouldn't have the NPCs and creature statblocks from this adventure, so yeah. The latest update is pretty much always necessary for the adventure modules.)
Well, I can now definitively say that launching four new digital products, at once, on the first day of Gen Con, from the show floor, has proven to be ... challenging. All four of those downloads should be working properly now, though. Thanks for bearing with us!

Is it still being buggy for anyone else? I was able to see and install the module finally but any efforts to load it inside a world fail to load (i.e. it will restart, nothing will happen, the module will be unchecked again)

never mind! it just required an update! Just a bit of confusion with the original issues loading the module.
I see that some of the NPC's have "Blessed Boundary" and it is listed as a 2 action spell for them in the module, but it is a 3 action spell. Is there any reason why it is shortened for the NPCs in Foundry?

It is indeed a 3-action spell. I suspect it's just a coding error for that spell, since it should function as detailed in the Core Rulebook as a 3 action spell.
