It looks like the PrC in this product can only attain the 10th level at character level 21.

Yeah, I noticed that as well. Honestly, if you removed a zero from all the skill prerequisites, the Prestige Class would be much more balanced.

It makes me wonder if someone was working under the assumption the the skill ranks refer to the bonus to the skill check and not the level capped skill rank.
