As further evidence as to why I will argue the spell should be allowed to work in this instance I was unable to find a discussion or clarification about this in Starfinder terms. However, I was able to find a thread on the paizo boards where they discussed this a decade ago in 1E terms and several people brought up that Wall of Force would block line of effect thereby blocking the spell.

But after reviewing the Starfinder definition of line of effect it makes a very distinct difference from 1E. According to Nethys line of effect in starfidner: "If a weapon, spell, ability, or item requires an attack roll AND has a range measured in feet , it normally requires that you (or whoever or whatever is using the ability) have a line of effect to the target to be effective (subject to GM discretion)." The spell Rags is casting does not require an attack roll.

Rags does have line of sight, so he can "see" where to put them. He is casting a conjugation spell which is teleporting creatures from one point to another, similar to other spells which are applicable. Old 1E interpretations of line of effect don't transfer over to starfinder in exactly the same manner. Summon Creature doesn't require line of effect because it doesn't state so in the spell description and does not require an attack roll.

"Breath weapons and spells can’t pass through a wall of force in either direction, though dimension door, teleport, and similar effects can bypass the barrier." I would argue that Rags isn't casting a spell through the wall of force. Rather he is opening a portal from one plane of existence to another. Spells that allow transportation from one place to another can bypass the wall of force.

Nanite Weapon Fusion:
The nanite fusion gives a weapon the nanite burst critical effect. When this critical effect is triggered, a cloud of nanites detaches from the blade and begins devouring the target, swarming over it and dismantling it at the molecular level.
