Firstly, I wasn't paying close enough attention to fix this, but had this been an in-person game, there'd have been little mistake that Qadathra, as a rule, perches upon Vladek's shoulder when not on errands of mischief, hence would be in the same space, hence would not be in the range of their fear aura if Vladek isn't. Based on that, can we disregard the fear roll in my case?

You are at first unclear where it came from, until cresting - almost floating over - the hill you see a tall and spindle-thin elf with black-hair, pale, bluish-tinged skin, and eerie opalescent eyes. He is dressed in resplendent Osirian finery that combines elements of antiquity with the unorthodox, dominated by a duality of sharply contrasting colors (dragon-green and shimmering black, this time). There is something singularly strange about observing his movement, as though multiple moments in time sometimes appear simultaneously visible, and others may also feel like there are the barest fractions of moments when he might not be there at all. Sitting on his shoulder is a cat-sized dragon, the color of a moonless night, with a long, faintly scorpion-like tail and a harness festooned with wands.

As they come closer, the dragon hops off and flutters ahead of the elf, helping himself to the center of the assembly. On the other hand, they are also told they might possibly earn the witch's favor (or at least avoid his wrath) if they can manage to flick a coin from the base of the statue up to the top of his dragon familiar's grinning snout, or maybe a ring onto the magical scepter he carries, as he perches precariously upon the former's shoulder.

Side note, since confused casters won't attack their familiars, does the opposite apply? I assume not, and then he'd be going after someone else anyway.

Agreed (and I thought of that, too, before deciding to move us back together); it stands to reason (to say nothing of the metaphysics of the Familiar-Witch relationship) that it would go both ways.

No, he heals himself.

...as Qadathra, horrified in his lucid state not only at his ravaged body, but far moreso by the understanding that this lucidity is almost certain to be fleeting before madness consumes him again, swoops piteously back to his witch's bony shoulder before tending to aforementioned body again with his sunflower-garland wand.

Uh...friends? The others hear a familiar voice in their minds, though this time somehow different, much less cheerful and with a bizarre warble to it. I appear to be cursed with a very troublesome mind-trick; seeing as how that is supposed to be something I do others, and not the other way around...I don't suppose anybody could...dispel it?

Qadathra, momentarily lucid again, zips a good distance back from the action while operating an implement he doesn't recall ever using before: A slender wand of polished Human bone, garlanded with a pair of preserved sunflowers and inset along its length with a proportionally smaller rod of aquamarine.

With it, he is able to stave off the horrific demon-spores some.

That should get everyone but the tiger and those cultists from where I am; if I have to move a bit for better coverage, I'll do so (on the other hand, if I can get away with moving higher upward without losing coverage, I'd like to do that).

While I was hoping they wouldn't get used up quite that quickly, I did deliberately forego the ghouls making Acrobatics checks in the hopes they could field attacks of opportunity for everyone else's benefit. Also, there does remain the little matter of...

You've got Vladek in bold, but I assume he can't do anything; if he's still permitted a move action, he'll move his storm again to where it can keep annoying Koth'Vaul and Blue.
