Standing to attention, Nariel smiled and moved closer to speak with Lander. It had been awhile since she had socialized with her hosts in Brevoy, and she welcomed the chance to try and make inroads with the family once more.

Glancing over towards Aivar with a sigh, Nariel responded "Well my lord, if I am to be honest, it has been a difficult affair all said. The Narlmarches are full of terrors. In my experience, only the Tanglebriar back home exceeds the dangers I have witnessed the past while since I left on this expedition." Turning her attention back to Lander with a relaxed look, Nariel continues "It comes as no surprise to me now why the Stolen Lands have remained untamed for so long. Wargs, trolls, and all manner of savage beasts call it their home," pausing a moment, Nariel moved her hand towards her collar bone, lost in thought a brief moment before as she remembered her most recent encounters "it was only a short while ago that a group of murderous scythe trees nearly took my life. I-I can only describe them as malicious treants, bent on wanton destruction, and creatures that have a particular hate for my kind."

Dropping her hand slowly, Nariel collected herself rather than dwell on her near death experience "Suffice it say, it has been most challenging, though I must admit that I have found the adventure to be invigorating in the balance." Smiling lightly, Nariel added "Exploration aside, the mark itself grows slowly, but steadily. The Margrave has some faith in my administrative abilities, and so my time is thus taken up in part with city planning and infrastructure design. I must admit that I rather enjoy the task."

Glancing about Lander and his entourage, Nariel continued "And how is life back in Silverlake my Lord? I feel that I have been gone ages; I must be so out of touch when it comes to all courtly affairs here in Brevoy." For someone who was used to hearing all the courtly gossip for so long, Nariel had to admint that living in the mark was akin to living half a world away from the affairs of the Brevoyan state.

Sorry for the delay! Meant to get this up last night, but I’ll admit that I was kinda glued to the news last night.

Following Aivar towards the entourage of the Mayor, Nariel very much realized that if Aivar wasn’t going to gain an audience with her, then she had no hope. Shrugging to herself, she sipped at her wine and simply nodded at the Margrave and added with a grin "I think this a fools errand for the time being. I will catch with you later Aivar."

Gliding gracefully across the hall, Nariel glanced about to see who was in attendance. She had not seen Innuviel yet, which both was both a relief and a disappointment at the same time. Whatever their differences politically, he was the only other elf in attendance that she was aware of, and that meant they shared some kinship so far from home.

Eyes finally resting on the Lebeda, Nariel decided it best to make an appearance with young Lander. It was still Nariel’s hope to make allies of her host family in Brevoy, or failing that, at least make sure that they would not be enemies. Before she made her way over though, her eyes locked momentarily with Mitka. Rather discretely, she shot him a friendly smile, but opted not to meet with him publicly… as the last time she did, it landed her in a great deal of unintended trouble. She resolved to herself that she would try to reach out to him outside this particular party.

Nariel placed her wine glass on an empty tray of one of the wait staff, and made her way towards the Lander and his party. She would not make the same mistake twice, and would pay respects to the family before all else in attendance. Awaiting the right moment, Nariel approached, delicately pinching her dress and lifting it slightly to allow a proper bow as she had been taught when she first arrived in Brevoy. Before standing to back up, Nariel moved her eyes to meet Landers as she demurred "My lord, it is good to see you well tonight."

Pausing a moment to consider, Nariel shrugs lightly and adds "Aside from Ambassador Aldowon, there is not anyone in particular I need to seek out tonight. The former Ambassador will likely be in the presence of the Mayor, so it would make sense to accompany you. Moreover, since the Mayor will likely have her aides with her when you meet, for appearances sake, I think it best if I was at your side as well."

Nariel recalled that Innuviel had recently moved into the employment of the Mayor, and of all the people that were present at the ball, he was of the most interest to her. Paying respect to ones elders was required of younger elves in these sorts of situations in any event.

The Mayor is going to have her number crunching elf with her, so then should Aivar XD

Arriving at the ball late suited Nariel just fine; being fashionably late was a very elven approach to a soiree such as this. Clinging closely behind the Graf, Nariel glanced about the room to see who might be in attendance.

Before heading her own way, Nariel places her hand gently on Aivar's arm to garner his attention. Turning her head towards the crowd, she speaks only loud enough for him to hear "Lord Kurisyl, do you wish me to accompany you to speak with the Mayor, or is there somewhere or someone else you would rather me seek out? I am at your disposal for the evening in any way I can be helpful."

Returning her gaze back to Aivar, she adds "The atmosphere here is noticeably uncomfortable this year; I know it goes without saying, but we need to tread lightly."

Is Nariel able to pick out any particular attendees to the ball this year?

Listening to the responses, a convinced Nariel nods her head "That is true of course; the cost of a proper force is beyond us at the present. Having said that, I still think some defensive measures may need to be taken at some point in the near future, so we should perhaps leave it an open discussion point for now."

Taking a sip from her tea, Nariel listened to the others discuss the New Year celebration with a passing interest. Though another ball seemed something of an inconvenience given the work to be done in Thornmark, Nariel did have to admit that such an event provided some benefit in terms of information gathering.

Glancing over at Arianna with a nod, Nariel adds "Excellent; any help in understanding our current situation with the fey is welcome." Turning to Aivar, Nariel adds "Aivar, if I am unneeded here, I would like to accompany you. Restov will have a proper library, and I can accompany you to the ball if I can be of service there. More to that, it might be wise to have some of our ranks around this table join the Graf."

Holy cow, you're right. I just realized looking through the armies section of Ultimate Campaign that the upkeep cost is per week, and not per month... yikes! I would think that keeping a small militia at the ready shouldn't be that expensive, but c'est la vie.

Lifting her head up from her tea, Nariel looks over at Kesten with a knowing look "I think that I have to concur with Kesten, such provocations would be unwise." Glancing back towards Aivar with nod, she continues "Unfortunately, our meeting with Chief Sootscale made clear that any sort of alliance is off the table, at least for the time being. As far as the Sootscale are concerned Lord Kurisyl, I would council that we hope for the best, and prepare for the worst."

Suitably warm now after standing near the fire, Nariel returns to the table and ponders the next steps "To that end, it might be time to discuss raising some sort of military force; not a standing army, but perhaps a militia or defensive force of some kind? We are vulnerable here, and really should act accordingly. While we can make the necessary peaceful overtures to the Sootscale by trying to engage them in trade or what have you, we cannot discount the possibility of future hostilities, especially if the unseelie fey have allied with a mythic dragon like Ithuliak." With a sigh, Nariel concluded "In either event, we should be prepared to meet the Sootscale numbers with force if necessary."

I used the term unseelie, but I can't remember if it's come up in the game or not. It's a blanket term for the dark fey, with the Seelie Fey and the Unseelie Fey, who are opposing factions in the faerie isles, or what Golarion calls the 1st World. I hope that terminology works here Wastrel, but let me know if not.

Also, I mention raising a militia; are we using the Kingdom Rules for large scale combat? If not, raising an army or militia could be more of flavor thing, or we could build barracks or garrisons to reflect that, or fort terrain upgrades. All of these would accomplish such an investment I would think from a narrative point of view.

Arriving at the mansion, Nariel makes her way to fire and warms herself up for a time. Lacking any sort of appetite, Nariel forwent any of the food, but opted rather for a warm cup of tea. Standing near the fire, Nariel appears lost in thought as she cradled her mug in both hands, but she manage to nod agreeably with Raquel's response to Kesten.

After a time, she finally speaks up "I really need to do some solid research on our fey adversaries. Ever since we stepped foot into the Stolen Lands, I cannot help but feel we have been [to use a common human expression], a day late and a dollar short when dealing with them." The use of such colloquialisms seemed strange coming from Nariel, but it did nevertheless help make her point.

My tabletop group is struggling with what to do with the Sootscale; lots of disagreement among themselves. I've designed them Sootscale as not entirely deplorable and even somewhat sympathetic by creating a splinter group from the clan that just wants to live peacefully and be left alone within the Stolen Lands ... decisions are much tougher when they're not so clear cut XD

Hearing Arianna mutter the name for the malevolent fey, Nariel nods to concur "Aye, Redcaps. Vicious and cruel to the bone." Still upset at the knowledge of Brightmane's demise, Nariel remains somewhat passive during the rest of the negotiations.

Once Chief Sootscale announces his debt repaid in the form of iron and other precious ore, Nariel nods lightly, realizing that this was probably as good an outcome as they could expect at the moment. "We thank-you for your generosity Chief Sootscale, it is most welcome."

Glancing over at Aivar, Nariel shot a look that suggested this negotiation was at an end... best to not look the gift horse in the mouth and get going.

So much for an alliance, but on the plus side, the extra 11 BP is most welcome!

Observing Tartuk perform his magical rites, Nariel tilted her head slightly and raised an eyebrow at the display. Intrigued, Nariel could not place what type of magic this was exactly, though made sure to make mental notes that she would record later.

As the images of the foul looking dwarves became clear, Nariel scowled lightly, yet she made sure to listen to what they had to say. Unfortunately, what they had to say horrified her. Upon hearing that the ritual slaying of the unicorn was responsible for bringing the dwarves into their realm, Nariel’s normally calm and flat affect was broken into one of horror and anguish, though she remained silent until the horrid vision disappeared.

When the image finally dissipated, Nariel covered her hands of her mouth as if to stifle a scream. Noticeably distraught, Nariel whispered in a pained voice, but spoke in elven as she often did when upset "Those monsters are responsible for the murder Brightmane…"

Is there a roll Nariel can make to identify these things, like Nature or Arcana? I’m pretty sure I know what they are, but I don’t want to metagame.

As the entered the cave, Nariel's eyes moved about cautiously in an attempt to take in every detail possible; Nariel knew her companions would struggle to see anything in this darkness, even if by torch light.

Sitting in beside Aivar, Nariel made sure to translate from draconic for her companions, doing her best to make translations that impart the intent where literal translations did not exactly make sense. When the food was delivered, Nariel made no reaction and simply nodded appreciatively "Many thanks for your hospitality Chief Sootscale. We are honored to share at your bountiful table." After Raquel blessed and purified the food (for which the Nariel's delicate constitution was very grateful), Nariel gingerly picked at those foods that would turn her stomach the least, but again showed no sign of her stomach churning at such sustenance. In the end, that was just another test; Kobold's were intelligent enough to know that human diets did not include such "delicacies."

After a time, Nariel decided to brooch the elephant in the room in diplomatic form. Translating first to the others what she intended to say, Nariel then spoke to the Chief in his native tongue "Chief Sootscale, allow me to thank-you for the opportunity to entreat with you in peaceful goodwill this day. How can we be of service to the Sootscale?"

Diplomacy: 1d20 + 8 ⇒ (13) + 8 = 21

Wearing a heavier cloak, Nariel bristles quietly at the thought of another cold winter. Setting those thoughts aside, she displays the scale that the chief had given her during their last encounter. Translating Tartuk's words to the others, Nariel listens to Raquel, nodding occasionally. Thinking quietly to herself for a moment, she responds "While I understand your trepidation Raquel, we were given safe passage, indicating some respect for the norms of diplomacy. Kobolds may have a more harsh sense of legal norms than we, but they do have laws and respect order on some level that we can work with."

Taking a deep breath, Nariel glances back towards the cave and adds "Perhaps to limit our risk, I could offer to go in and represent us? I think I earned something approaching the respect from Chief Sootscale on our last outing... or failing that, at least a begrudging acceptance."

Or maybe we could demand somebody more valuable than a few grunts... like Tartuk himself? By the way, obviously all of this discussion would clearly need to be either out of earshot from Tartuk or in a different language.

Listening to the other advisors, Nariel makes a light nod "I would tend to agree with Kesten; an armed conflict would not be the best option." Looking over at Aivar, Nariel adds "More to that, they have proven to be at least rational thus far. I still have the scale that Chief Sootscale gave me during our last horrible encounter, which might prove useful here when we engage them."

Glancing over to the others, Nariel adds "I will entreat them again, unless anyone has an objection? As has been said, we should hear them out at the least, and assume their peaceful intent at least from the onset." Taking a deep breath, Nariel adds "That said, should we perhaps run some reconnaissance to their territory? It might behoove us to know if they are up to anything."

I feel this might be a good time to employ the old proverb, "trust, but verify." Seems appropriate in this instance.

Also, thanks for pointing me in the right direction Wastrel. I've actually assigned one of my players to do it, as they have a cartography program well suited to the task. I'm finding running Kingmaker in 2E requires a fair bit of time on my part to convert the rules, so having a player step in seemed a good idea. I was hoping they could turn around the new 2E version of the Kingmaker campaign sooner, but alas it will be several months yet.

Nevertheless, it's been not too bad, and I must admit that I'm rather enjoying the new edition rules in my tabletop game... I find the combat system has been particularly slick compared to 1E or D&D 5E.

Hey Wastrel, can I ask how or what program you're using to put together the city map? We're at that point in my own Kingmaker game, having just finished off most of the first module, and I need to find a good way to display that development.

Picking up the letter from the Mayor to review it herself, Nariel looks up and glances up a Karinna and responds "Well, we can only endeavor to use the tax revenue we raise in Thornhold more wisely than extravagant parties," pausing a moment, Nariel grins and adds "that having been said, I fully intend on attending. I have always enjoyed a good ball."

Looking again to the map of the city, Nariel changes the topic "On other business, we should discuss where the brewery should be built. My thoughts is here by, near the Inn. Any thoughts?"

To answer your question Wastrel, I'm thinking adjacent to the Inn, probably space four.

Nodding in agreement with Raquel, Nariel appears concerned "That does sound like the Sootscale. We have to be careful in assuming they represent their tribe; for all we know there is strife among their numbers, and they are seeking shelter from their Chief." Leaning back, Nariel seems to reflect a moment before adding "Only one way to find out I suppose. I can speak with them; I am both fluent in draconic and brokered the present peace such as it is." Glancing at the others, Nariel inquires "So what is our position on the Sootscale? Is it our intent to expel them, or seek a peace if that is what they are offering? We need a coherent policy before entreating them."

Having performed her magical identification, Nariel looked up from the sigil presented by the dwarves. Smiling lightly with a nod, Nariel responds "Indeed Raquel, this is good fortune. I think the Graf is the proper standard bearer for something such as this." Picking it up, she glances over at Aivar and adds "I will need your glaive Aivar, so that I can etch this sigil into it."

Looking over at Lady Karina, Nariel changes the topic as she stores the weapon sigil away for future use. "Lady Karina has completed the final tax assessments and payments, and we are actually in a stronger financial position than I had originally anticipated." Pulling out her city plans, Nariel adds "What this means is we can both expand the borders, prepare new farm lands and build either a brewery or a sistern, which would both provide some value to the community." Taking a deep breath, Nariel appears reflective "I think the brewery might be a sign of good will to both our newcomers and the local population. We can build the sistern in the next season."

Do we pay the vassalage tax before our roll with upkeep costs, or after our income roll? Pretty sure it would be before, which means we probably can't afford to do much of anything this turn building wise, or a reduced plan. The tax and levy will be 4BP by my calculation; 3 BP for the year-end tax, plus one more 1 BP for the levy tax roll. So we either cut the building, or the hex expansion.

Okay, so here is my suggestion for this round:

We have a total treasury of 12 BP, and an additional +4 BP from the dwarves, for a total of 16 BP. We have to spend 5BP for upkeep, leaving us with 11BP.

Winter will soon be on us, so I say we snap up one last farm hex and prepare it before the snow settles. Let's claim Hex H3, and then the following:

Claim Hex H3 - 1 BP
Prepare Hex H3 - 1 BP
Build farm - 2 BP
Build roads - 1 BP
Total: 5 BP

Then, we use the remaining 6 BP for something in town. The following options have been discussed:

Brewery 6BP - +1 Stability, +1 Loyalty; make the Caydenites happy XD
Cistern 6BP - +1 Stability, local source of fresh water
Dump 4BP - +1 Stability, cleaner more sanitary city
Housing 3BP - Reduce unrest -1, more homes for our population and some money left over to bank.

Or we hang onto the 6BP and bank for the next turn. Thoughts? Other options provide stability for less than 6BP like an Orphanage (6BP) or a Park (4BP), but thematically I thought the options above were a little more apropos.

Heading downstairs with ledgers, city plans and other various documents in hand, Nariel eventually joins the others. A heavy cloak about her shoulders, Nariel gathers her garments around herself in an attempt to ward of the cold. Still not accustomed to the winters in Brevoy, Nariel appears noticeably miserable, much like the previous winter.

Nodding lightly as the others speak, Nariel finally interjects plainly and to the point "We could do something for the town folk, that might help restore some good will after this change. Demographic shifts can lead to quarrels among the laymen, as they are not used to seeing those of varying ancestry. I would know; I still get the odd look from those living here."

Pausing, Nariel sneezed and then muttered something in elven before continuing "I do not know how you all handle this cold so well, it chills me to the bone." Pulling out her maps of the town, Nariel continued "In any event, I might recommend something to help constitute greater stability. A cistern would help manage the water supply, a waste disposal area would help us to keep the city clean and sanitary," pausing, looked up from her map and gave Raquel a knowing smirk "a brewery would help engender good will and loyalty from the new arrivals and the townsfolk already living here."

So an idea here; we lost stability, but all those items listed above are very cost effective ways of quickly regaining some stability.

Taking a sip from her wine glass, Nariel nods along with Sasha "I think that on the face of it, what you propose would be a mutually beneficial agreement. As such, I cannot imagine the Graf would reject such an offer; he is an eminently reasonable ruler." Leaning back in her chair, Nariel folds her hands in front of herself and adds "That being said, allow the three of us to present your proposal to him before we confirm anything here."

No problem; the cost to craft the feat is half the market value, your cost representing time and materials. So the Hat of Disguise has a market value of 1,800g plus 200g for the Sleeve of Garments for 2,000g, which is cut in half. It's one day per 1,000g of market value, so both items could be made in two days.

You're right, I just realized I missed doing this in my last post. The DC to craft since she has all the materials is 5 + 8 CL for the headband. Appearance wise Wastrel, can it look more like an elven circlet? Type elven circlet jewelry into google, and you'll see a million examples of what I'm thinking; that just seems very Nariel. Yeah, I had to review it a moment too. Our liquid assets is found at the very top in E3, the communal gold. We've spent some of it in recent months on magic items, so there is about 3,600 left at the moment. We'll need to find more or liquidate some of the other assets in order to get more cash. Taking her seat with a cup of tea, Nariel appears relaxed and well rested once more. Like Karina, Nariel had been burning the candle at both ends for awhile, but was easing back into life at a more normal pace.

Standing up and moving in beside Karina, Nariel observed the map as she casually ran her hand down from the outpost to the Thornhold. Glancing up at Aivar, and then turning to Karina, Nariel responds "I think we ought to move cautiously for the time being. We had a good harvest, and the mines are producing... but we also have to tackle our consumption and rebuild the treasury a little."

Pausing a moment, Nariel collects her thoughts and adds "I think we should expand here, and meet up with the Brevoy border. We should construct roads connecting our city with our neighbors to the north. This will build some economic stability, and encourage trade with Brevoy. As soon as the treasury can handle it, we can return to some of the longer term projects we had in mind. That being said, I am open to other ideas if anybody has suggestions."

My apologies folks, I'm usually the one that chimes in on this part of the campaign.

Okay, so based on the fact that we nearly ran out of money, I might suggest we keep things simple for another turn to build up the treasury a little. My thought is that we take over another farm space, build the road connecting us with the Brevoy South Road and the Trading Outpost. The total cost on that is as follows:

Claim J2 (area directly bordering Brevoy, contains the Outpost) - 1BP
Build roads in J2 and J3 - 2BP
Construct Farm in J3 - 2BP

Total Cost: 5 BP
Net to Treasury: 8 BP

Thoughts? Check my math? This will reduce our consumption to 5, allow us to pay for next round and have a little 3BP left over before our economy roll. After this turn, we can return to constructing other things like a shrine, more housing or develop more difficult terrain in our reach. I'd like to perhaps consider the shrine, or anything that further reduces unrest that is low cost for next turn.

Oh, that makes sense. Well, as noted, the Sleeves of Many Garments and Hat of Disguise would only add an extra day and 1,000g to the overall tab and time frame; the Pouch might have to wait until Nariel is a little higher in level, otherwise it's a steep gamble.

I'm not sure more time is added, but rather the difficulty DC increases. If you have the normal prerequisites, the DC = 5 + CL with the investment of half the market value. It takes a number of days equal to one day per 1,000g value of the item; after that time, Nariel makes a spellcraft roll. For each prerequisite missing, add +5 DC.

The good news is Nariel has a very high spellcraft score, so I can make almost all of those items without the prerequisites easily for Sasha; the only item that gives me some pause is the Pathfinder Pouch, which has a caster level of 9, which is relatively high and requires two spells that Nariel does not have. The DC would be 24, which would confer a 50% fail rate with Nariel's Spellcraft of 13. Better to spend the money to get at least one, or both spells in order to improve the rate.

Edit: Secret Chest is 5th level spell, so I can't learn that one yet which means we cannot reduce the DC to lower than 19, which still gives a 25% fail chance.

Note: The Sleeves of Many Garments and Hat of Disguise are both CL1 and only need one spell. For 1,000g and an extra day, Nariel could make those without issue.

Okay, so time wise Nariel needs to spend eight (8) hours per 1,000g of the base value of the item. For example, to make the Headband of Vast Intellect +2 would require four (4) eight hour days.

If anybody else wants something made, let me know. Just be sure between all the characters that we have access to the necessary prerequisite spells, and note the time required.

Also need feedback on what buildings and construction people would like on their wish list.

Yeah, I'm down to tend to the kingdom for awhile. This might also be an opportunity for some crafting; I've been meaning to craft the Headband of Intelligence for awhile, and if there is anything else people want Nariel to make, this might be a good opportunity... well wondrous items anyway. One thing PF2E definitely does better than 1E is crafting; you don't need five feats to make all the different magical goods like you do in PF1E.

That's a good idea, we could use the extra focus on stability right now. As to the hex, I'd argue for J2. We can finally link up with Oleg's, having a straight road path from our town to the outpost and the main road with Brevoy.

As for housing, I had originally imagined zoning the city into residential and commercial. As such, any of the squares in the top left (1, 7, 13) would make good sites for new housing.

So if I'm reading the rules correctly, our unrest will increase by 2 if the we go into negative spending. That makes sense, since it likely represents shortages of things people have come to expect... ie. you can't pay the local Sheriffs budget, so they reduce staff leading to fewer lawmen to patrol the streets.

We reduce that unrest with a successful stability check, so we'll need to pay attention to that. Once we fill out the treasury again, through an economy check and possibly from our own funds if necessary, we can avoid this problem in the future. Lesson learned!

Ugh, how did we miss that? No matter, not an insurmountable problem, but it will lead to some unrest. If it becomes necessary, we could spend money from our own assets to bolster the treasury at a rate of 4K to 1 BP, though I think only during the income phase. What we will need to do is spend a turn doing very modest expansion to a farm hex like J1 so we can recoup our gold and rebuild the treasury, or perhaps nothing at all. If the income roll is insufficient, we should consider a re-roll perhaps.
