As I play with a power gaming group, i am adding a minor modification to the notoriety rules. I am not a total d**k, I told the players that being a weird race would have penalties before they made characters.... or "If you are the only ifrit in town, you will be easy to spot" Any unusual races not listed in the players guide get +1 notoriety gain each. Any unusual race gains a minimum notoriety score of 10 each. So in my group i'm expecting them to have +5 per gain and minimum 50 score it should keep things interesting. As you do not have specific things mentioned yet for 100 notoriety which i expect them to murder hobo to in short order i do have a plan for that too...

You can full round heal at will as written. "...reduce the total burn cost of a wild talent used in the same round by 1 point (to a minimum of 0 points)." The statement ends with a period the next sentence references "If you take damage..." so if you do not take damage during the full round action that statement does not apply. ":kinetic healer" is a "wild talent"
Alignment is basically a mechanic for spells and abilities. Someone who is 100% Lawful Good is probably worse than someone who is Chaotic Evil. They really are exactly the same, except that the Lawful Good, claims divine right, while the Chaotic Evil claims well nothing not even that they did it. I'm thinking maybe I need to do some research on the most vile code of conduct in history and base a paladin on that, and then totally justify why I am slaughtering everything. All I need is to start with a convert to my religion or die, now I can kill everyone with impunity and be just as bad as any chaotic evil, maybe even worse. in other words : do not fret about alignment it is just a mechanic for spells, everything else is justifiable.
Wow uhm... Play your character the way you play your character. Saying that my alignment is "Evil" is a cop out for doing something in the game. The alignment that is written on the sheet of paper is there for the purposes of spell effects, and abilities. Do you realize that lawful good is no worse than chaotic evil in the grand scope of things? People see to lose scope that the good part is what matters. Lawful good if actually played that way would constitute paladins doing things like killing people because they didnt follow the tenants of faith. In fact the mere act of over looking a breach would cause a paladin to need an atonment. Thinking of the greater good cause things like the spanish inquisition in the real world. The player is the one that is doing the acts the character is just a puppet. If you have a player that is purposefully engaging in perceived evil acts in PFS, just have a NPC do what pathfinders do, they show up and kill the character.
