Stumbling back from the shockwave coming off of the attack aimed at Black Fox lightning bug will use that momentum to backpedal slightly further before calling forth another bolt of electricity from the sky into himself and then redirecting the energy at the stretchy guy

"Yes, that's me." he says in a sort of "I'm trying to be excited but I just finished a long day and I'm heading home" tone as he turns towards you and stops walking "I'm betting you aren't here for an autograph or anything like that though. So what can I do for you?" he finishes
A small car pulls into the parking lot for the private hangers at Nova City International Airport. The car looks to be older maybe 15 years old which seems odd considering the location. A small caucasian man who fits the description of Lightning-Bug steps out of it wearing a button-up white shirt and black slacks. he locks the doors to his car and begins moving towards the hanger.

I left us with no dock or garage because none of us have boats or cars. I figure if we get those we can make a small alternate base that just has a dock or a garage as well as security.
Wow, ten miles up? That's in the stratosphere! I don't think Whippoorwill will be flying to and from the base under her own power! If we wanna go for realism 4 miles probably makes the most sense because it’s low enough as to have most people only slightly notice the air thinning but high enough to still be an absolute bear to get to. Downside for the military and us would be almost everyone would hear most jets coming in at 4 miles up.
Sure. Would it work for it to be a military outpost that was entrusted to his care so he can keep watch? Considering the whole orphan things he isn't independently wealthy.
Drones seem to fit, It's hard to keep a base secret if there are dozens of people going to it every day.

Because I am staggered I can only take 1 action in a turn and nothing else, I converted that into a move so I could prep my Ride the Lightning.

Backstory:
Jackson was born 20 days prematurely just 2 days before the Zapp Labs Accident. His parents were in the united states visiting from Canada when he was born. On the night of the Zapp Labs Accident, his family was flying home. at 7:18 PM the plane suddenly and quickly diverted course and a moment later a bolt of lightning hit the fuselage then another and Jackson was gone. He had warped onto solid ground on Whidbey Island Washington state. He was found on a street corner and brought to the police who gave him to a religious mission in Seattle named Seattle's Union Gospel Mission.
His mid youth was fairly normal as his powers did not manifest for a while after the first trigger but he always had an affinity for storms, he could feel them coming and he could sense when they would end. He wasn't adopted as he was very small and light for his age as a result of him being so premature. So he lived most of his youth in the foster and orphanage system. He looked to the military as a way out of this life he had, so the day he turned 17 He enlisted. However, he wouldn't have passed their initial physical exam except for the portion testing for latent active powers where they found he had active X-Matter in his system. Within 2 days they were testing Jackson for any source of power and asking about strange experiences. Soon they isolated it to weather-related due to his connection to rain so the next storm that hit they sent him out with experts on mutant powers and they helped him find some of his powers. seeing the potential that he held they put him into the air force where he learned to fly. He served for 8 years before leaving and going around America with the Air Forces blessing as a sort of Rainmaker during droughts and bad seasons. To aid in this they provided him a plane which he had outfitted with weapons in case the need for them arose. With his experience in the military behind him, Lightning Bug Looked for future endeavors and decided to go into crime-fighting. Recently He had begun looking for a group to help take on larger threats to freedom around the world.
Appearence:
Jackson is a fair-skinned short young man standing at 5'1" and weighing 92 lb. It's clear that his premature birth affected his growth. he has dark grey hair with a brownish tint and blue eyes. he often wears understated clothing. Super-Hero Appearence:
Lightning Bug wears a light blue 1 piece costume with a large collar and hood. it has golden yellow highlights Here's a first draft of his backstory. Is it okay if I wait on personality more than just his motivations I'm not fully sure what he feels like yet?
Complications:

He aims to be able to guarantee everyone's safety one act at a time Code of Ethics: After having them hammered into him in the military Lighting-Bug follows a Code of Ethics that closely mirrors the Geneva Conventions. Search for Parents: Lightning Bug is looking for his parents whom he has never met and knows little about. I vote for first mission since we don't know a ton about personalities of each other.
My intent was to have the teleport be outside only though I suppose I could probably still go through a thin barrier. In terms of mini storms, my intent was to be able to localize it if I wanted to (Primarily because if I can't then I don't have an offense inside.)
