I reorged the sheet a little, so that the purchases are in a separate block from the loot. Note that Sien is spending more than his share of the Level 15 loot - he had 795 gp after Level 14, so he's at 555 gp now.

Ok, threw in a line from you. that leaves you at 12 k - Ketsu's potency rune so you are at 4 with change.

I think we followed all the leads we had. We could Gather Information to see if we can discover anything about Saviya. Where can we find her? Who are her associates? Knowing more about the members of the Vernai Council would also be useful. How likely are they to believe us? Or be in on Saviya's plots?
Saviya probably hopes we'll walk right into her home turf with half-baked accusations and has a plan for how to handle that.

An OOC question to give some context: how are Saviya's actions perceived by followers of Achaekek and the Red Mantis, specifically? For instance, was her betrayal of those on the Storm Shark considered dishonorable, even if the end result was pro-Achaekek? Does this evidence count "against" her in the eyes of the Vernai?
Well that would be up for a debate. Mantis god does not speak anything murdering others Mantis God page it does however say:
He Who Walks in Blood detests oathbreakers and bears a particular prejudice against mortals seeking to ascend into divinitySo one could try to twist it against her. But would it be big transgression? Not really. The biggest point is:
Anathema kill a rightful ruler,
So working against the current Blood Mistress is the big no-no!

Just a note here, You are stalking people who are / could be Vernai,
since being a Vernai is not public, those people will keep it close to their chest. Being discrete is one of the ways to stay alive, not that many people would go against Red Mantis in the open, but if they can be identified they could be the target
It is highly unlikely that by peeking at random they will slip "Oh, I am Vernai, that bloody Saviya! and her scheming"
It can happen, but it is unlikely.
And again don't let me stop you from going for another lead.

I am assuming that since our Characters are smarter than our Players, GM will filter what they hear through their expert / master / legendary abilities and skills.
For example, rainzax is not trained in Society but is trained in Perception, but Moonlight has legendary skill and master proficiency respectively, so who is listening is as much in play as what is being listened to.
I saw no GM text from the merchant (or "merchant") encounter that suggests that Moonlight had a reason to be suspicious, hence, I suggested we move along.

Fair point, and due to the level of NPC's that you are dealing with, I am hinting that it is unlikely that you will pick something up from them, when they are in character. So even if you listen for 10 minutes you probably listen to whole set of conversations, games and laughter.
Their could be things hidden in their homes, or when confronted they could decide to share it. But they would conduct business either in citadel, indirectly (as the hit that you did in chapter one originated from some Vernai but was delivered by dragon-man).
At the same time librarian could be more approachable than wealthy merchant in respectable district

I think we'd learn more from poking around in the merchant's home when he's not there than by listening in when he is. That's more dangerous, so I think checking out the librarian first and coming back here if needed is a good call.
We can call this outing "preliminary scouting" for the future.

If am fine with that outcome but:
Why did you get there in the first place?
You know that someone is trying to frame you into being traitors for red mantis assassins, that someone is Saviya. You know that red mantis assassins have plenty of other Vernayi's and you want to clear your name with them. You think that you gathered enough evidence to do so.
But they are not easy to find. You could go to Citadel, knock on the door and give yourself in and present the case. Way paved, lighten and well marked in the book ;)
You decided to look for Vernai's outside citadel. Is your plan to kill them all? Or you associate Vernai with Saviya? Or you guess that if you found them they are surely working together?
I am not sure if what I wrote is clear

I think there are going to be two classes of Vernai. One is traitorous to the organization and will try to kill us, the other is loyal to the organization and will try to kill us for different reasons.
So, I don't think we should take much stock in the fact that they're trying to kill us.
I do think it's most appropriate to figure out what side she's on.
