I'm not exactly sure where the rope is, so I'm going to describe in vague terms what I'm going to do.
As a freee action, Vrosi will begin raging. 2 temporary hit points
Vrosi will move to the rope and climb it. Athletics: 1d20 + 6 ⇒ (5) + 6 = 11
He will continue climbing until he makes it to the remaining stairs, then he will stride as far as possible to the halfling.

Markus
Outside the watchtower, where the halfling is, the battlements seems to remain stable, although it quickly becomes unstable inside the watchtower.
Mosquito
”You will regret that! If any of you approach you will regret it. You should’ve just died in the fire.”
Vrosi
The halfling laughs at you as he sees you fail to climb the rope a couple of times, but suddenly grows stern as you make it up.
”No closer! Last warning!” He presses the knife against the goblins ear, starting to cut through the skin and draw some blood. The rest of the goblins squeek in horror.
I have mark the area of the battlement that would trigger a combat encounter if any of you stand there. For Kiilo, the combat would trigger too if you fly within 20 ft of him as well.

Markus decides to step up and says "Wait! Wait! Let's just talk for now. Obviously, we didn't die in the fire. And maybe you shouldn't have lit it. But that's another conversation, let's not talk about what happened. Let's talk of the future, shall we?"
He tries to seem friendly and continues "You don't want to hurt that beautiful goblin. It's just because you're in a tough spot, isn't it? Maybe there's something we can work out. How about you tell us what's bothering you, so we might help you?"

Most of his commrades had never seen Kiilo's wings fully unfurl. They'd seen them twitch and shimmer as he cast spells or while he was performing, but the young strix usually ventured quite a ways from Breachill before really letting loose.
Not this time.
They were absolutely beautiful as they unfolded, his wingspan being well over 10 feet; Kiilo gently and gracefully fluttered up to the battlement level until he was eye to eye with the rotten little halfling; "You remember the part about me flying, right? That I could swoop down on you, knock both of you off that battlement, and only use magic to save that goblin you are holding, right? It would be a SHAME if you forgot about that somehow. Because with me above you, Vrosi approaching from behind you, and the others able to pick you off right from where they stand, this doesn't look that good for you, does it? Do yourself a favor ... talk to Markus."

The 3 rolls are meant to represent Kiilo laying it on as thick as possible, although the Nat 1 may have ticked the little bugger off,; hopefully the ruse that the team is more able that they really are will help

Mosquito
Without difficulty you manage to climb up and meet Vrosi at the stairs.
Halfling
The halfling seems taken aback by the harshness in Mosquito’s voice, but he laughs when Kiilo speaks. ”You talk a big talk. But you are just a disjointed group of misfits. One of you trying to be all diplomatic, another trying to threaten me, and yet another ordering me around. I’m guessing your attack will be just as disjointed. And she will be the one to pay for it.” With a swift move, he slices the tip of the goblin’s ear. She screams in pain. The rest of the goblins scream as well.
”So, you dare sacrifice her?”
He remains Hostile throughout by the end of the exchange.

Mosquito seemed to have been patiently waiting for the wise party members to voice, or act on this immediate problem of a halfling.
Mosquito then realizes that he is actually the Wise one of this group. Weird.
A bit daunted by this epiphany, the Cleric (and aspiring Hellknight) decides to do what any self-respecting goblin would do!
He cast Guidance on himself! He then attempts to Sneak up on the blathering idiot.
Stealth(T) to Sneak, Guidance: 1d20 + 6 + 1 ⇒ (10) + 6 + 1 = 17
The goblin Sneaks right behind the halfling.
Not certain if takes 1 or 2 Sneaks at 15' Sneak Speed? Disregard the next Action if two.
The Sneaky goblin then stands on his tiptoes behind the halfling.

Intimidation(T) to Demoralize!: 1d20 + 4 ⇒ (1) + 4 = 5
The goblin then attempts to Trip the Asshat!

Startled by the sudden proximity of the goblin, the halfling swings his weapon, cutting off the ear of his goblin hostage. Pushed to action by the pain, the goblin hits the halfling with her elbow, creating an opening she uses to run towards her tribe.
Mosquito tries to trip him, but he avoids Mosquito’s approach without difficulty. Frowning towards Mosquito, he tightens the grip on his knife.
Kiilo’s Initiative: 1d20 + 6 ⇒ (3) + 6 = 9
Markus’ Initiative: 1d20 + 5 ⇒ (19) + 5 = 24
Vrosi’s Initiative: 1d20 + 5 ⇒ (13) + 5 = 18
Markus and Vrosi, you can take your turns, followed by the Halfling. Mosquito, I am taking your actions as you going first on initiative and having taken your first turn.

I am assuming that Vrosi must go up the stairs (basically away) and then close in.
◆ Vrosi continues up the stairs holding up his scarred orcish fists.

The halfling looks down and rubs his eyes as his head goes spinning.
Vrosi
You rush at the halfling, your fist connecting directly against his cheek in a bloody, orcish punch.
Halfling
Regaining his focus thanks to the pain of getting punched by an orc, he sees himself cornered by two of you. Outnumbered, he runs to hide in the shadows of the ruined tower, dropping his knife in the process.
Then, from behind his place of cover, an arrow flies out in Vrosi's general direction.
But it is to wide, and flies off into the distance. Perhaps he was still a little dazed.

Kiilo decends to land in the rubble just beneath the tower, hoping to block the little ba$t@rd's line of sight.
"I'm glad you are so brave, it will make a lot of this easier. The funny thing is, my buddy Mosquito wants to be a Hellknight, can you imagine? I mean, that's not the funny part, the funny part is that you've already admitted to breaking the law, so if he throws you from the battlements, he's only doing what a Hellknight would do. No trial for you!"

Ha! As if a filthy goblin could knock me down! You’ll see who’s gonna get pushed off of the battlement, birdman.
Markus
In spite of his defiance, he feels really dizy when he looks down towards Kiilo. Everything feels like it is spinning, and his thoughts seem to be clashing against each other.
Mosquito
Hearing the determination in your voice and seeing the resolve in your eyes does give the halfling pause. But his reactions are not dulled, and he is able to get away from your grasp before you can move him.

Vrosi
Seeing the halfling focussed on the intimidating Mosquito, Vrosi rushes to connect a punch against it. The halfling cleans with bloodied face with his sleeve and tries to focus.
Halfling
Understanding Mosquito’s idea, the halfling tries to turn it back on him.
He is a little hesitant to go full force against Mosquito and fails to move him at first, so he tries again.
Before he starts panicking and attempts to run away past Mosquito.
Ducking under Mosquito's arm, he gets past him, and past the door, and runs through the battlements.

You can all take your turns. And I am going to say that he is blocking the way for Vrosi and Mosquito to pass through him. The battlement is relatively narrow after all.

His mind is rushing and pounding. It hurts with every beat of his heart. Makes it difficult for him to focus, to keep going.
Vrosi
You rush at the halfling and wrap an arm around him before he has a chance to turn back. Then, you twist your body trying to make him fall, but he is squirmy and keeps shuffling his feet around in order to remain standing.
He is now Grabbed

You detect a pair of healing potions on the halfling, but no other magic.
Mosquito
Struggling as he is against Vrosi, the halfling has no chance to avoid the three darts that pierce his chest.
Halfling
The halfling squirms around trying to break free of Vrosi’s grasp.
Once he manages to loosen the orc’s grip, he slips away. Severely injured from all the attacks against him, he takes one of the potions from his coat and drinks it.
potion: 2d8 + 5 ⇒ (4, 6) + 5 = 15
AB: Escape* (Critical Success), Interact*(to withdraw the potion), Interact*(To consume the potion)

Turning to Mosquito, "At this point, we really have no use for him. Vos can find another intern for her shop, I doubt this one did much work."

Mosquito marches right next to the stupid halfling. The Goblin grins at the little (puny) thief from a Flank with Vrosi.

Perhaps thanks to the potion, the halfing is able to shake your magic off of his head.
Vrosi
This time you are ready for how squirmy the halfling is, and you lock your arms around him extremely tight. So tight in fact, that he can’t turn his head to see your intimidating glare.
He is now Restrained
Mosquito
Unfortunately, you are too preoccupied with harming Vrosi that you can’t get your rapier to strike at your target.
Kiilo
Unfortunately, the halfling is too active and attentive for you to steal the remaining potion from him.
That is one action used... and I don’t actually know what your other two actions are. Are you making an unarmed attack to slap him? Or was that just flavour text? I’ll wait until tomorrow for clarification on your other two actions before taking my turn.

With no options left, the halfling desperately struggles to slip from the orc’s arms.
But the embrace is too tight and he continues to struggle.
Feeling closer to finally slipping away from the orc's grip, he keeps on trying.
Unfortunately, he is completely pinned by Vrosi.

The halfling grinds his teeth, biting hard as to not scream from the horrible mess that is his head.

It’s not you, Vrosi keeps jostling the halfling around reflexively for fear of being poked by your rapier.

As you lift your fist to strike him again and again, the halfling sees his opportunity and slips away from your arms, even dodging your punches in the process.
Halfling
Free from Vrosi’s grasp, the halfling pulls out his remaining healing potion.
”This is what you wanted, isn’t it? Well...” He gulps the potion down and throws the vial over the battlements. ”Too bad.”

With that, he looks for an opening to run away.
He ducks and dives between Vrosi and Kiilo, and he starts running to get some distance between them.
He blocks the path down the stairs.

This time he seems determined, perhaps out of desperation, and he keeps focus on making his escape.
To mix things up, you can still use your last action for other things. You could attack with a weapon, move around, interact with the environment, try to recall knowledge, try to intimidate, try to disarm etc.
Vrosi
The halfing, who is running away from you, doesn’t feel the intensity of your glare on him. He does, however, fill your arms surrounding him as you grab him.
He is now grabbed
Kiilo
He just healed and you are doing nothing to defeat him, effectively reducing the party to 3 combatants and prolonging the fight through the reduced damage and support. And showing the party that you are not really a part of the party. So no, he is not dead yet.
Mosquito
The needle darts fly in the right direction, but lose altitude too soon. They hit the ground by the halfling’s feet without harming him.
Halfling
The halfling tries hitting Vrosi with his elbows to slip away from his grip.
He then continues to run away and slides down the rope towards the couryard.

You hit his mind as you approach him, blocking one path to escape and setting Mosquito up to flank him as he rappels down the rope. The assault on his mind might not have hurt him much, but he is in a bad position now.
Mosquito
You quickly slide down the rope, falling towards the halfling, and you launch yourself against him with your rapier. Unable to react as Markus blocks his way, he fails to see your incoming strike. You pierce through his armour with your rapier.
Vrosi
You can’t grapple/attack the halfling form above the stairs. Would you like me to take your second action as a climb down and keep the third action as the strike (without the -4), or would you like to do something else? I’m okay with keeping the dice rolls either way and just adjusting the modifiers.
I’ll wait for Vrosi’s reply before taking my turn.

You could jump down but it is a 10 ft fall, which means that you would take 5 bludgeoning damage from the fall, and you would fall prone. Additionally, you can fall on a creature, which is a dc 15 reflex save from him, taking a quarter of the damage on a success, half on a failure and full damage on a critical failure. Not very worth it and it very quickly becomes useless as you level up.
You fall right besides the halfling after rushing down the rope. With the halfling distracted by the pain, you quickly approach to hold him where he is.
He is now Restrained.
Halfling
Once again, the halfing is left to struggle with Vrosi’s grasp.
He is no longer Restrained.
Before he, once again, begins to run away, shooting an arrow behind him in the process. The arrow is directed at Markus, the source of his thumping headache.
An arrow which misses, as he is too busy running away to aim.

Perhaps he is too distracted, or perhaps he doesn’t fear death, but he keeps trying to fight his way to freedom.
Either way, he seems fully focused on his survival right now.

Determined to not let the halfling go away, you reach out with your hand and grab onto his leather armour.
He is now Grabbed
Even so, he launches his body against you, killing the momentum behind your upcoming punch.
Mosquito
Too fast even while grabbed, the halfling trashes around, trying to get his captor in the way to protect himself.
