Viewing the smoke, the fire, the panic, the leftover sandwich just sitting there on the bench over, the Cleric of Cayden Cailean begins ushering folks quickly from the chamber.

Moving away from the fire and towards the crowd, the councilors move towards the benches to help guide some of the espectators. A few spectators are also startled by the goblin trying to get them out, but it does get them moving, although some are wasting time gathering their things.

Like sparks jumping from the fire, the mephits fly out of it, eager to spread the flames. And they seem to be carrying the spirit of fire with them as each of them opens its mouth to spew fire.

As chaos erupts in the town hall, Vorgon springs into action, his instincts as a seasoned adventurer taking over. His first move is to tap into the elemental energies coursing through him, activating the gifts granted him by Glimshyne. With a focused gesture, he directs his power towards the heart of the inferno, exerting his will to shrink and smother the flames, reducing their threat momentarily and preventing further spread.
As the flames flicker and die down in the targeted area, Vorgon quickly shifts his focus to the mischievous culprits of this pandemonium—the fire mephits. Drawing on his knowledge of natural creatures and the mystical, he racks his brain for any useful information about these fiery entities, hoping to uncover weaknesses or behaviors that might help in subduing them. His eyes narrow as he observes their movements and interactions with the fire.

Vrosi you lauch foward against the creature spitting flames in your face. It tries to avoid you but it is not fast enough to dodge the wrestling orc that tangles it and smacks him in the head with a huge fist.
Vrosi, you are missing the two reflex saves and the permanent damage along with the flat check. Do you want to roll those or should I take care of rolling saves as needed to speed things up?

Sorry for taking so long. Weekends are family time for me, so I may have less time to post.
Markus moves to the closest man in danger and tells him "Go sir, head for the exit. This place is about to be very smokey!" He concentrates again on the closest mephit and reaches for its mind again.

The Mephit keeps his gaze focused on Vorgon, feeling completely unfazed by the your spell.
The man closest to you begins to move towards the aile, but the chaos of the people block his way. It seems like someone might have tripped and blocked the way for the rest.

As if there was not enough things going on, the norther door bursts open as more flames spill into the room. The fire rages and tries to spread in a different direction from where Vorgon put out the flames.
With the fire spreading from two angles Vorgon's abilities might not be enough on their own, although they at least managed to keep the western fire from growing out of control.

That is correct, 1d4 + 1 per action. You can decide to aim all of them to a single creature or you can designate targets for each, such as 2 and 1.

Jakub analyses the situation and decides the best course of action in that instant is to help organize the evacuation. And it is all for the best, as it makes people aware of the townsfolk being shoved away from the back benches by mosquito. The focus Jakub manages to impart on the evacuees near him is enough for them to wait for their opportunity, or for them to help others up, and keeping the evacuation under some resemblance of control. "At least the goblin is getting people to react and to move," comments someone as they move further towards the door.
These efforts are all supported by the councilors, who keep guiding people and looking for people who have fallen or gotten stuck with some of the benches.

Three magical crystals in the shape of feathers form in Kiilo's wings and arc through the air, striking, one after another, against the chest of the Mephit. The creature screeches in pain and its eyes glare in anger.

The Mephit in Vrosi's grasp struggles to get away from him, kicking, growling and biting to do so.
It bites into the orc's arm and creatures an opening that it using the break free. It then launches itself against the orc, attempting and failing to sink its teeth into him, before running away into the fire.
The Mephit closer to Jakub snaps in anger, trying to pieces of Jakub off in spite of not being vegetarian. But he only pushes so much before he retreats into the protection of the flames due to the pain.

My bad, I should have added arrows as the Mephits Stride out of reach from Vrosi and Jakub.
As for the Earthworks, considering that the fire can use the walls and ceiling to spread I would rule it as follows: It can put out fire at the centre of the burst, or -5ft from the size of the burst, but the full area of the burst would slow down the spread of the fire.

Vorgon swiftly maneuvers through the chaos, aiming to flank the spot where Vrosi is tangled with the snarling mephit. "Hang tight, Vrosi! I gotcha back!" he shouts, his voice a rallying cry in the tumultuous hall.
As he closes in, Vorgon extends his hands, fingers splayed as he taps deeper into his kinetic powers. With a sharp focus, he unleashes his suppression technique, snuffing out two adjacent squares of raging fire near the orc. The flames hiss and steam under his influence, diminishing the immediate threat and clearing the air around them.
"Keep at it! I'll cut off their fiery escape!" Vorgon calls out, ensuring that the mephits have fewer flames to hide within.

I think I can just reach
Markus starts concentrating on his architectural knowledge and reaches his arcane power towards the fire in the middle of the stage. He makes earth shake and start to cover the fires.
3 actions are towards Earthworks, centered at max range (60 ft) at the center, trying to snuff out the fire.

The wood splinters on the northern end of the hall as the soil undearneath begins to rise. The earth turns and tumbles as it cover the flames and blocks the entrance from further fire.
I have replaced the fire for soil, the terrain left behind by Earthworks is difficult terrain.

By this point, and with the fire mostly under control, the townsfolk seem to be more afraid of Mosquito than they are of the fire. You can see them shoving their way out of the back benches and towards the doors.

The fire making up the remaining Mephit become brighter as it stays in the fire. With renewed vigor, it steps towards Vrosi and attempts to bite him.
Unfortunately for it, Vrosi is sees the attack comming and gets easily out of the way. Nevertheless, the Mephit persists in its assault with similar results.

In the midst of the chaos, Vorgon readies his trusty sling, a makeshift weapon he always keeps close. Gripping it firmly, he swings the sling in a wide arc, the leather thong whistling through the air as he prepares to take aim.
Vorgon focuses his kinetic powers once more, tapping into his elemental dominion over fire. With a determined expression, he channels his energy into the suppression technique, exerting his will to contain the flames and prevent them from spreading any further.
With each passing moment, Vorgon's control over the fire grows stronger, the flames quivering under his command as they shrink back from his presence. The air around him crackles with energy, infused with the raw power of his elemental mastery.

Feeling that the few people who decided to intervene are working well together, Markus continues to focus on messing with the leftover mephit's mind.

Slowly, and through a great deal of effort and concentration, Vorgon pushes back against the flames, finally making some progress towards putting them out.
Vrosi reaches towards the Mephit as the flames extinguish around it and pulls it out of the fire and into the open.
Vrosi, Vorgon put out the flames besides you. You take no damage from being close to the fire.
Distracted by the orc pulling it, the Mephit's mental defenses are lowered for a moment. Marku's effect reaches it's head, causing distress and panic in the Mephit's head.
The Mephit takes full damage from daze. It is severely injured.
The fire continues its spread, but its destructive potential has been slowed down by Markus and Vorgon's efforts. With the continuous passage of time, however, the smoke from the fire is beginning to build inside the room.
The fire continues to grow but the damaging effects from it have been pushing back by 1 round.

Some people look at each other in confusion at the Goblin yelling from the benches. The absurdity of the situation dawning on them before they are called back to the situation by the building smoke. The councilors, in the meantime, struggle to get the townsfolks' attention to lead the evacuation.

Markus thinks a bit before acting. He wouldn't be good at helping the people out of the building, but he knows about buildings. He moves closer to the fire thinking of something.
2 actions to Recall Knowledge and 1 stride
His plan for next round is to cast Pummeling Rubble to bury most of the fire, using the Widen Spell feat, which would mean a 20 ft cone. The first recall knowledge is to figure out if this would work. The second is to figure out if the building would withstand such an attack. I don't care if a hole is made, but I don't want it to fall on our heads. I'm rolling with +7, but I'm not sure if this would be Lore Architecture, Lore Engineering or Crafting. I have +7 in them all.

Markus Recall Knowledge: From what you saw happen when you cast earthworks, you are fairly confident that you can cover some of the flames using Pummeling Rubble. Furthermore, you that the wall would end up severely damaged but it would not collapse. At least not with the impact, although it would need to be repair withing a few days before gravity makes it crumble upon itself.

The fire fights to spread against the walls and the stage of the hall, and the smoke that had started building take its toll on those present in the room.

Fortunately, Vrosi and Kiilo’s voices are well heard, and the councilors immediately join the plan of bringing water, organizing the people who have already left the hall to form a bucket brigrade. Within no time, there line is form and people are passing buckets of water from the fountain in monument circle outside all the way to the entrance of the room.

Everyone can take their turns. There is a bucket of water available at the entrance of the hall at the beginning of each of your turns. Each bucket can douse off a 10ft-by-10ft area. I’ve created a square in blue to show where you can pick up a bucket.

Markus thinks hard on whether to execute his plan now that there's a line forming for water. However, he comes to the conclusion that the building is still at risk of burning down before enough water is passed. He executes the plan he envisioned.

Sorry it's been a long week, but it looks like the fire's spread since I last went, but I should have been able to prevent two squares of it from spreading. Or can we, between the Pummeling Rubble, Suppression & a Bucket of Water assume that we can contain the fire, a 20 ft cone, a 10x10 square, and a Suppression should handle the entirety of the blaze as it currently sits.
The three things combined would be enough to turn of the fire in it's entirety, but that is assuming the bucket gets there in one turn. However, it would be almost completely off with your two suppressions and the 20ft cone, and you would be able to take care of the rest with suppression next turn. So with that said, we could wrap up encounter mode with Markus casting Pummeling Rubble and you using suppression. The bucket brigade would still be useful to take care of the fire in the corridors besides the halls in exploration mode.

It takes only for Markus and Vorgon to take care of the remaining fire inside the hall. Some damage in the ceiling starts letting out the smoke that had been trapped inside. There is, however, still fire in the corridors to the north and west of the room. Three of the councilors lead the water brigade to bring buckets to those places, while the other two councilors make sure that everyone else left inside the hall evacuates. The twenty people who were still inside seem to be in pretty bad condition, with severe headaches, dizziness and a dried-and-coarse throat. They are led outside the building to drink from the fountains and breath fresher air.
For completely extinguishing the flames, preventing any spectator deaths, defeating the Mephits and surviving the Town Hall Fire, each of you gets 210xp.
What do you do as the councilors and the townsfolk work on putting our the remaining fires in the corridors? Do take into account that Jakub is still Unconcious and Wounded 1.
