Daegon saunters up to the barkeep. He absentmindedly taps his walking stick on his feet as he waves to the man.

Ekadan and Nisek take a place not far from the bar to have a good look of all the current patrons while Daegon and Navatsiyk approach the barkeeper. At this point, they don't think the agents have arrived yet as none of the patrons have any uniform or emblem that identifies them as members.
Falling Boulder get his sight on a group a table over that seem to be large dock workers just starting to enjoy their lunch. They seem strong enough to flip a few tables if needed...
Rosla recalls some more information about the barkeep. His name is Paltus "Pal" Flynter, and with his mute younger brother, Gregor, are the only staff running the whole place. They work and reside at the establishment. She knows the tavern has seen better days and business hasn't been great.
The barkeeper greets Daegon with a warm smile as he approaches the bar. He nods in acknowledgment of Daegon's request for ale and leans in slightly, ready to engage in conversation.
"Good day to you as well, sir, my name is Paltus but you can call me Pal," Pal replies in a friendly tone. "Of course, I'll get that ale for you right away." He reaches for a mug and begins to fill it. Gregor, his younger brother, doesn't put much attention to the conversation, preparing the plates the other patrons.
As Daegon mentions wanting to hear some "pearls of wisdom," Pal's smile widens slightly, though there's a flicker of caution in his eyes. He hesitates for a moment before responding, choosing his words carefully. He eyes Navatsiyk for a second before turning to Daegon again.
"Well, I'm always happy to share what wisdom I have, sir," Pal says, his tone slightly guarded. "Though I must admit, pearls of wisdom aren't exactly my specialty, only for decoration, hah! But perhaps there's something else I can assist you with?"
Pal subtly shifts the conversation away from the pearls, unsure of Daegon's intentions and whether he can trust him with such sensitive information.
At this point, about 15 minutes before noon, a few more people arrive for lunch.
We enter phase two! You must convince Pal to sell you the contraband pearls or even steal them. You can also try to identify if some of the newcommers are the agents you are looking for. How does everyone help towards this phase?

Nisek continues to converse with the innkeeper. "Good to talk with a fellow businessman. Nisek Sarmachin, proprietor of the Salty Ring. You know the place, near the Ivy District? We try to keep an eye out for customers like those. Especially if we have something they might want other than a pint and a friendly smile."

Rosla and Falling Boulder spot a newcommer that while he doesn't wear an uniform her sports the colors of the Kortos Consortium. The Barkeeper notices his arrival over the rest of the patrons and gives a slight greeting nod. The consortium agent doesn't pay mind to Pal, simply seeking an empty table without even bothering to order anything. He remains there as if expecting someone else. It appears he's come early and is waiting for the other agent to show up.
Meanwhile, Pal listens intently as Nisek introduces himself as a fellow businessman, nodding in acknowledgment.
"A pleasure to meet you, Nisek," Pal responds with a friendly smile, much more at ease.
"Well, now," Pal says, leaning in slightly, his tone becoming more confidential. "It just so happens that I might have something that could pique your interest. Though, I must warn you, it's not your typical item."
With a quick glance around to ensure no one else is listening in, Pal reaches beneath the bar and retrieves a small velvet pouch. He opens it, revealing two gleaming pearls nestled inside, their luster surprisingly convincing.
"Just between you and me, these here are not your average pearls, Nisek," Pal explains, his voice low. "They may look like the real deal, but they're not. However, they hold their own value, if you catch my drift. I would say a fellow innkeeper would understand the need for a second source of income. If you are willing to invest with me, I could send you small crate of them after I finish my regular commission," he offers them. "Check the quality of these and let me know if that sounds good for you," he takes the money and gives them the two pearls with a complicit wink as he goes to attend the rest of the patrons.
With the pearls as evidence, you can head out to look for a nearby Kortos guards to convince them to take matters into their own hands. Finding the guards a block away would be easy enough, but just as you are heading out of the tavern, you notice a man that almost bumps into you (making him annoyed) and then starts heading to the table where the Kortos agent is.
And unexpected twist! What do you do? The DC of this one is higher.
Hurry to convince the nearby guards about the contraband pearls: Bluff, Diplomacy, Intimidate, Profession or other related skill.
Slow/Distract the agents before they start their meeting: Perform, Bluff, CMB, Intimidate, Acrobatics, Stealth, etc.

Nisek 'clumsily' bumps into a server and knocks the tray of mugs onto the table where the meeting will take place. Empties on the way back would be preferred, but he'll take what he can get.

Navatsiyk tries to get attention of the man going to meeting. "Excuse me, did we meet here last week? Your face seems so familiar."

Things are not going so good! Nisek attempts to bump him, but Pal is able to raise the tray out of the way. "Whoa there. I can handle this, don't worry." He continues his way normally.
Navatsiyk's attempt is not enough. "Don't have time for this, excuse me..." He sneers and continues anyway.
Two failures. Things are getting tense! You need at least 3 successes or this plan fails, and if that happens, you would need to take different emergency approach to salvage the situation. If any of you have a t-shirt roll you may use it if you wish on this.

Rosla is the last to try and leave the tavern. When the man who nearly ran into Ekadan starts walking towards the Kortos agent she makes sure to be bumped into when the man tries to pass her - and immediately fall prone.
Acrobatics - ACP: 1d20 + 9 - 0 ⇒ (15) + 9 - 0 = 24
That should be enough to succeed in Tier 1-2.

You can do a combat maneuver for this check. The success of this stage it's up to Ekadan, unless Daegon uses a reroll successfully as well.

Assume the guards are just by the corner outside of the tavern but they don't seem eager to get involved. Maybe they had a long day and don't want to do the paperwork afterwards, or maybe they already have an agreement to look the other way for whatever happens in that tavern... maybe both. Related SKill check DC17 to convince them to intervene.
