ioun stones use method 1 for resonance and never use method 2. Additionally, only normal ioun stones have resonance—inferior ioun stones never do.

So you can resonate the "normal" quality ioun stones, and they use the chart Inga linked. You cannot resonate the cracked or flawed ioun stones.

I did find this, which is quite helpful. Apparently, phantoms can't wear armor.

My Spiritualist buys all most all his gear for his phantom. It's basically what I would buy if I was playing a monk - amulet of natural armore, bracers of armor. When it looks like trouble is about to happen, he summons her up and she gets decked out.
