Scenario awarded items question

I now have a couple of Chronical sheets for my character and need a little explanation about the Section "All subtiers". I understand that the items listed are available to my character to buy. However, it was said that there were "limits as to when I could buy the items". Where can I get more information about what these restrictions are? There are some items that I have the GP for that I would like to buy but am unsure what the limits are.

"All Subtiers" get access to the items listed on the chronicle sheet. If you play the scenario high tier, then you get those items and also access to the high tier ones. There is no fame limit for purchasing items from a chronicle sheet. In fact, I like to purchase all my items from chronicle sheets. That way i don't have to look up how much fame is required. And, it makes each PC a bit more special. Sure, all my fighters, slayers, & rangers can have a +1 naginata, but, I only purchased one for the PC that had it on a chronicle sheet.

For your particular question, it sounds like people were trying to communicate that you actually have to be in a place where you could reasonably buy such an item. So even if there is a scroll of magic circle against evil on your chronicle, you can’t just decide to buy it in the middle of a dungeon. You can buy anything you have legal access to after/between/before adventures but during the adventure the GM may place some limitations depending on where you are.

You can buy items, if you have access to them (on a chronicle sheet, Always Available, with sufficient Fame or if you are acquiring them with Prestige Points), when your character is in a town of 5000 or more inhabitants. Elsewhere the GM may allow some purchases, or for spending PP you can increase the cost and get your faction to deliver the item to you. This is in the Guide as mentioned.
