Looking at these two feats, they both have in their texts that they are strikes against hunted prey, but neither of them have hunted prey as requirements. Also, they both are worded in a way to suggest that each attack can be used against a different creature, but only one creature can be the target of hunt prey. Does this mean that hunt prey is not needed for these two feats?

You are very confused. It is pretty straight forward in both descriptions that these can only be used against hunted prey. Hunt Prey is a class feature that all rangers have so you are automatically able to use either of these feats so long as you have used the hunt prey action.
Also both feats specifically speak of targeting one creature so not sure where you are coming up with otherwise.

I was at first confused when several class feats for the different classes had as prerequisites that any member of that class would automatically get from leveling up. Then I realized that those are there for people who take the multiclass archetypes that don't give all of the early level abilities just in the dedication. The Ranger Multiclass Archetype does give access to Hunt Prey in the dedication.

I agree that both those entries are terribly worded. Why do they use such different terminology and phrasing ("the one you hunt," seriously?) to say basically the same thing?
That said: Yes, these feats must be used against your hunted prey, both RAW and RAI. You can unlock feats at higher levels to have 2 or 3 hunted prey at once, which is why these feats specify that you have to use both strikes against the same hunted prey.
