When Red attacks Razzm, the lizard warrior quickly lifts one of his shields to block the blow.
As mentioned in my earlier post - using Shield Block reaction. The steel shield's hardness is 5 so none of the 3 piercing damage gets through. GM, does the Persistent Fire dmg apply even if the Jaws attack failed to do any damage?
Also, incidentally, unless Razzm's initial Demoralize was a critical success, I don't think Red will still be Frightened - I think you reduce the value by 1 at the end of each of your turns.
Razzm tries to bring the flying menace down, swinging both of his shields at Blue.

Razzm, I forgot about your Shield Block reaction, will adjust HP accordingly. The persistent damage still applies since the damage caused by the attack is kinda absorbed by your shield and not you. I forgot to remove the Frightened condition on Red, sorry.

She is distraught at the sudden loss of several members of her team, and at first she believes the crew of the Sixwing Drake perished as well—then she corrects herself, vigorously shaking her head as if to clear her mind of unpleasantness.
"The ship’s crew seemed unfamiliar to me, which was odd, because I have known Captain Zendrani—the ship’s captain and a veteran Pathfinder—for many years. The crew rapidly disembarked and vanished into the city. Before I could determine what was going on, I recall a pale-skinned man arrived from the city and somehow convinced me that his companions—who hid their features under dark hoods— should be allowed to take the shipment and leave several barrels behind in its place. I remember thinking this was a perfectly normal idea, despite how foolish it sounds now, and I readily complied with the request."

While the two healers restore the others to full health, the harbormaster just shakes her head to Razzm, embarassed that she may have been enchanted, hypnotized or something. Moments later, one of the surviving dockhands named Dorneliun steps forward, wiping his sooty hands on a rag. "Hello, sorry to interrupt your conversation, harbormaster. If you remember me, I am one of your dockhands, Dornelium. I just arrived just in time to help fight the fire. I hid when the strangers came to take the
shipment, avoiding whatever foul magic' they used on the rest of the dockhands. I tried to speak with you, but I decided to set out to follow the strangers myself. I followed them all the way to an abandoned tavern in the Puddles district and waited a while, but finding no easy way in and seeing no further activity, I returned here. I can share you where it is exactly located." Dornelium explains and gives you the instruction on how to go to the said tavern.
After learning this, Harbormaster Molnesh talks to you. "I will report to the port authority officials what happened here. I urge you to find those responsible for the attack. Might as well they have taken the shipment." she then takes something from her pocket, a pouch of gold worth 14 pieces. "Take this, buy whatever you need along the way. That's the least I can do to help for now."

Your path to the abandoned tavern takes through a crowded market square in the Puddles district. A few dozen merchants and shoppers mill about, going about their daily business. Merchants hawk their wares from colorful stalls as a few dozen shoppers mill about a cramped market square, selecting goods, haggling, and making trades. The eclectic vendors here sell everything from clothing, food, and spices to alchemical items and weapons. Zug begins his own musical with a cowbell and a flying bat accompanying him. He sings, he swings, he dances. His performance causes the remaining civilians to run for their lives, either because the lyrics remind them about the mosquito-like creatures flying above them, or they become fearful about the goblin singing and dancing ceremoniously out of nowhere. Thanks to Zug, what is left in the market are his allies, and the attacking creatures.

Zug keeps playing his cowbell-music, creating more inspirational tunes. At the same time he works his magic. Trying to avoid hitting his allies with flying agricultural items, he tries something different thing this time. The goblin inserts some words of magic into his song, and suddenly creates a blasting sound from his cowbell, loud enough to daze anyone unlucky enough to be nearby - hopefully the yellow mosquito.
◆ Cast a spell: Inspire courage
◆◆ Cast a spell: Daze (DC18 will save). 4 hp mental damage. Stunned on Crit fail

Razzm is careful in using his shields to strike against Pink. The first one misses, but the second connects. He then aims for Blue but the creature is too small for the attack. Zhamie positions herself to get a nice view of the two larger-than-normal-but-still-tiny-mosquito-like bloodseekers. She then aims for Pink, splattering the blood it drained from Haka. Unfortunately, the barbed leg of the bloodseeker rips some of Haka's skin from the force of Zhamie's hit (Haka takes 2 persistent bleed damage). Zug continues his cowbell-inspired music, imbues some magic into it to create a jolt against the mind of the nearest enemy, Yellow.
DC 18 Yellow's basic Will Save: 1d20 + 6 ⇒ (18) + 6 = 24
It is able to dispel some of the mental cloudiness with its wings.
