Jinyiwei is an Investigator archetype that casts Inquisitor spells. Their goal is to seek out and eliminate corruption wherever they find it, claiming they act under the celestial government’s mandate.
Cult Leader Warpriests are referred to as fanatics, lunatics, or obsessives, cultists see themselves as genuine devotees of their deity. And the hierarchs of those devotees, the cult leaders, are the most fanatical of them all. Cult leaders are known for turning reasonable hearts toward corrupted teachings and striking at those that get in the way of their agenda.
I don't really see them as competing for the same role... better at what "both are designed to do"? What, exactly, are they both designed to do?
Cast 6/9 divine spells? The Warpriest gets Fervor, which is swift action casting... so, probably the Cult Leader Warpriest due to action economy. Plus, Warpriests get Aura, so Sacred Summons is on the table... another win for the Cult Leader's action economy.
Better at killing corruption/those that get in the way of their agenda? Probably the Jinyiwei Investigator with its Studied Strike and Judgements... Cult Leader gets Sneak Attack, and Sneak Attack blows. Studied Strike is more reliable.
Skills? Investigator.
Saves? Warpriest.

I have to agree with VoodistMonk that I don’t see what much similarity in what they are supposed to both do. In fact it seems that they are designed to be the natural advisories of each other. The Jinyiwei is designed to hunt out and destroy corruption. The Cult Leader actively spread corruption.
If you are talking about which one makes the best sneaky character it would be hands down the Jinyiwei Investigator. While they both have mostly the same skills the investigator gets significantly more skills. Having bluff and stealth as class skills does not do you much good when you don’t have the points to invest in the skills. The inquisitor spell list has a lot of useful spells for boosting a characters out of combat abilities. Things like invisibility and knock are a lot more useful for sneaking around then what the cleric gets. The Jinyiwei Investigator also gets talents which can further boost their out of combat abilities.
