2nd level spell scrolls are 3rd level items, so their formulae are 3 gp a spell. Learning 2nd level spells costs 6 gp and requires a DC 18 Arcana check. Critically suceeding the arcana check saves you 1/2 the cost. Critically failing expends half the cost (and you don't learn the spell). Failing you don't learn the spell but you don't expend anything, success you learn the spell at full price.

Adding a formula to a formula book just takes an hour.

Formula for a 3rd level item are 3 gp.
