There are 3 increasingly difficult rounds that must be attempt by a different person each round with a ranged attack roll for a knife or dart or spell attack roll with telekinetic projectile.

Ulfgar wipes the back of his hand across his mouth after downing the drink. He's steady on his feet as he crosses to the dartboard. He does lean close to it and blink in a suspicious manner, though.
"Yup," he answers Stella.
Just a +4 over here.

After the toast, Stella says, "Let's play a game!" She walks to a line at a dartboard, "Think you can beat me?"
"Think we can beat you? No, not at all." replies Ott with a smile. "Certain we can, I say."
He reaches into his pocket for a few gold pieces. "Now, how about we make it interesting, yeah? Up for a wager, are you?"
+8 ranged attack here (just can't do much damage with thrown weapons).

Aeinquel considers the skill levels of the party. "Jakob, you go first. I will take the next round, and Ott can finish with the most difficult round."
Ott nods in agreement with his ally's recommendation, then he turns to Stella, "What do you propose, then, when we win?"

Jakob takes the first throw, and is successful.

Aeinquel and Ott can roll whenever. I'm going to ping Jakob, since it seems we may have lost him.

Stella is very impressed by your skill at darts, "Congratulations. You'll get your way with your contract." She leads you back to her table where she opens the contract and quickly glances over it, before pulling a knife from her belt. She pulls off a glove, pricks her finger and signs the contract in blood. She rolls the contract back up and hands it to you.
"Pleasure doing business with you, but never can tell who's watching 'round here. The Free Captains have eyes and ears everywhere. Best be sure that if these lot remember anything about this night, it's not that they saw us here together."
Stella sweeps her hat from her head in a bow extending her leg behind her tripping a server as she does so. The server's exquisite platter of crab and raw fish is strewn across the faces of the fisherman at the table, who stand up in anger. Stella disappears in a puff of smoke, and from across the room someone yells, "BAR FIIIGHT!"
The gathered crowd erupts into a massive melee with you in the middle of it.
There are 6 sections of crowd fighting that can be persuaded to stop with a Diplomacy or Intimidate check or damage. I'll mark these with lines on the map. There are also 2 angry looking fisherman with crab across their faces heading in your direction. Everyone except Ulfgar is up.

Seeing the potential for a bar-wide brawl, Ott scrambles up the steps and tries to provide assurance to a portion of the crowd. "Now, now. Let's all keep calm. Enjoy our drinks in peace and quiet. There's nothing to see 'ere, yeah?"

Ott's diplomatic attempts seem like they will be successful, until a bottle flies from one of the neighboring sections, causing the brawl to continue in that section.
Aeinquel's mug hits the red fisher square in the chest, drawing his attention, but not much more.

Jakob will inspire courage then pull out his sling and hits red in the head with a bullet.
Attack/Sling: 1d20 + 5 ⇒ (11) + 5 = 16
Damage/B: 1d6 + 1 ⇒ (4) + 1 = 5
The red fisher is not happy with either Jakob or Aeinquel, and causes a bolt of electricity to arc between them.

The blue fisher is more direct, as he pulls out a knife and moves to stab Ulfgar with it. He connects, slashing across Ulfgar's arm.

Ulfgar looks from the mug, and the ale he was drinking, down to the cut on his arm, then up at the man who cut him incredulously. His brows furrow even further than normal. He focuses on the man in a way that suggests he knows many ways to take him apart, draws his clan dagger then starts to take him apart.

Clearly more prepared for a knife fight, Ulfgar stabs into the blue fisherman.
Having attempted to quell a section of the bar, Ott gets a punch to the jaw, while Aeinquel is on the receiving end of a mug thrown over the head of Ulfgar.

Buffeted and taken aback by the unfamiliar setting, Aeinquel tries to dodge the shock, fails, and overcompensates just as the ale spills. The elf goes down in an undignified heap. From the floor, he focuses and chants, sending three magical darts flying towards the red fisher.

Attempting to dodge other patrons, he spies the fisherman brandishing the knife. "You there!" he calls out to the fisherman, moving towards him. "You 'elped start this 'ere fight. And now yer gonna 'elp put an end to it."

Before he can finish his "conversation" with one of the ruffians, Ulfgar finds his footing disrupted by a tragically spilled keg of ale. He splashes down in it and lays for a moment.
When he gets up, he's even angrier, though whether over someone spilling so much good alcohol or because he ended up in it is impossible to tell.
He gets up and steps over to where another group of brawlers is brawling. He slams his mug down on a table so hard it smashes.
"Now you're making me mad!" he roars, the loudest any of the people with him have ever heard him talk (and perhaps the most words they've heard him string together.

Aeinquel drinks a potion provided through his training. Ott and Ulfgar send conflicting messages and are unable to disperse that section of crowd. Jakob is similarly unable to quell them.

The skill checks are 2 actions as per Disable Device of Thievery, so if you had an extra action left, you could use it for something else. It's also possible to more directly deal with the crowd by knocking them out.
The crowd will continue their mayhem against Ott and Ulfgar, as Ott is on the receiving end of an uppercut, and a mug finally connects with Ulfgar's head.

Ulfgar and Ott punch their way through one section of the bar, and Aeinquel calms another, giving you a path to escape.
You can make your way back to Hlar's boat with the signed contract. Hlar grumbles at you, "I gotta row ya back out already? I guess we should get ya outta here after that brawl ya started."
She navigates you back to the sandbar where she picked you up, leaving you with some dried squid and fresh water. A day later, another ship picks you up to take you back to Absalom. When you arrive, you present Stella Fane’s contract to Venture-Captain Ambrus Valsin, notifying him that she’s agreed to aid the Society with passage through the blockade, and that the way to Vidrian is open.

Ulfgar is tempted to keep throwing punches but recognizes there's not much point in keeping up a barroom brawl. He helps Hlar row.
"Didn't start it," he grumbles in reply to her.
