Failing to receive a suitably quick answer, she looses the arrow.

In an impressive display of a mastery of physics, Zephirine's volleyed shot manages to graze the winged shebeast, despite being 80' in the air, 120' away, and mid-flight, dealing 1 damage.
She continues to sing her song, circling in the sky like a scavenging vulture. On the ground, her shadow seems to dance from person to person. Kavendell, Hokama, his drover and Atmar all look skyward, holding their hands out, trying to get the attention of the individual.

I forgot to mention; Zephirine's Knowledge (nature) was the correct skill, but it was not enough to recall seeing this type of beast before.
In a focussed barrage, all three attacks hit the winged lady, which prompts her to cease her captivating song. She folds her wings, sending her plummeting to the ground, and at the last moment, unfolds them with a grand flap, a slap in the face to gravity, landing with the feral grace of a hawk. She screams at the lot of you, and unloops a wicked looking morningstar from her belt. "Die, meat!" she hisses, while pointing the weapon at Durest.
Kavendell, Hokama, the Drover and Atmar are confused as to why everyone is so angry with one another, and plead for the violence to end. (Still captivated).

There is nothing on Page 40 of the current PFS Roleplaying Guild Guide that states you're allowed the re-roll another player's dice, so I would say no. I can't think of an instance off the top of my head in the core rules where you would roll a die on another player's behalf, so I don't think it would be any different for a re-roll.

RETCON NOTE: The creature's statblock is listed as a reference to a Bestiary entry, but it's HP is a lower value than normal - having just caught this when I re-checked to ensure everything was above board, I noticed the discrepancy in damage to current HP - basically, Durest/Eltran/Zephirine's ranged barrage in the second round actually would have downed her then - between that, and the 8d6 fall damage, there's no way she'd be able to make that nasty full round attack on Durest. As a result, Durest still has full HP.
Also, the captivating song effect still lasts for a round after she finishes singing, so that wouldn't change. It would still be in effect for Round 3, then expire at the start of Round 4.
Eltran lets a bolt loose from his flatbow, which strikes the second birdlady as she swoops into the fray, dealing 2 damage.

There is no longer any threat, and you can now take a moment of rest, cast spells/use items, or otherwise make any preparations before you wish to continue on the trail. (At this point, I'll say if you wish to don your armour, you can certainly do so. As you gear back up to head out the Kamawgyar Shrine trail, you soon reach the main route of the Silken Way as it leaves the western flank of the Zho Mountains.
The smell of water in the air as you leave the mountain pass indicates that the Shat-al-Qadr River runs somewhere nearby.
You have found your heading again. As you round a final talus slope, you discover something altogether unexpected. The very caravan you have sought waits before you, the merchants and drovers kneeling with their arms bound behind their backs and the camels clustered nearby.
Among these captives walk a dozen or so armed warriors wrapped in the dark robes and helms of the desert bandits you fought before. Standing
with his back to you, not ten feet away, is the armored form of the Taldan knight, Gaspar du Mer.
He holds his wide-bladed sword in one hand and clutches the tied arms of the caravan mistress Jamila al-Shafah with the other as he shouts orders to the brigands.
As Gaspar and his brigands are busy looting the caravan, you do a quick count, and put it at 27 hobgoblins, decked out in the same clothing and sporting similar weaponry as the commanders you encountered in the sandstorm before.
Jamila however, takes notice of your arrival, and reacts by looking down at her ring, rubbing it between her two fingers - clearly a magic item, the ring activates, summoning a djinni to attack the bandits!
Confusion immediately hits the raiders, and the startled Gaspar releases Jamila, giving her the opportunity to flee to a nearby rock formation and try and escape her bonds.
In a lightning quick attack, the djinni has taken out a few of the hobgoblins, and is currently engaged in combat off-map with another dozen - this leaves Gaspar only about 10 hobgoblins to muster some sort of defense.
Gaspar sees you all, and utters a foul oath before barking orders at his few remaining supporters. He draws his blade, and commands his hobgoblin underlings to muster.

Let's give you guys a surprise round during the initial confusion of the djinni attack - they were busy picking the caravan clean after all, completely unaware.
So everyone is fully healed, has their full armoured-up AC, and consider your primary weapons already drawn - you have a surprise round now to take a single action, have at it!.

Eltran takes a 5 ft step forward and readies an action to trip any opponent that approaches within 15 ft with his whip.

Durest examines the harpies after getting treated for his wounds and then looks and seems to plot a course from where they flew.
"Thank ye lad... I wager we should give th' nest a wee poke. See if'n there were littl'uns in it, best tae clear out this wretched birdwoman infestation so those few travelers 'ho use th' pass'll be safe."
He then sets aside his gear after making a trek to the giant statue, aside from his rope and begins the arduous climb upwards.

"First, a traitor to country and kin! Now, with all fiber of loyalty lost, you betray even the hand that feeds you?" Kavendell shouts at Gaspur as he knocks an arrow. "Are there no limits to the depths of your treachery?"
"All shall sing of this day when your body was claimed by the accursed sands!" he sings.

"I'll help Durest take a look at the nest. You stay here...safer this way." announces the leshy as her companions heal up. "Well...that's interesting." she remarks as they itemize their findings and head out.
Now
"Traitorous aphid!" shrieks Zephirine, eyeing the armored man. Snapping a particularly pointy thorn from her side, she lines up an arrow and lets it fly.

@Durest: Let's just assume that the climb isn't an issue. There's no threat, so Durest can take his sweet time and make it to the top with Zephirine, discovering the contents in the spoiler tag.
Eltran takes a defensive stance, Kavendell bolsters his allies against the incoming tide of hobgoblin steel, and Zephirine looses an arrow.
Despite Gaspar having some cover behind one of his hobgob underlings, Zeph's arrow manages to slip through his half-plate harness and hit the flat-footed knight for 5 damage.

Scrambling to mount a proper defence, Gaspar barks an sharp order in the goblin tongue. A group of hobgoblins make a rank, and draw their bows. They immediately knock arrows, then let them loose in a volley.

Eltran's bolt strikes it's target dealing 5 damage, and the hob archer is barely able to stand. Another group of hobgoblins draw shields and begin to form ranks, one in front of the archers, and one behind.
Gaspar looks confident and pleased with his troops. "So nice of you to join us, fellows of the Pathfinder Society! My friends and I, we'd pegged you as having been lost in the desert..." He pulls his hand-and-a-half sword from its scabbard, and his genial tone hardens. "Don't despair. I will make sure to tell the tale of your tragic demise once I arrive in Katheer. The brave heroes, ambushed by bandits, the survivors hunted by harpies in the vicious heat of the desert erg..."

He took careful measured breaths and aimed slightly to the side of Gaspar's and just above his left shoulder. After a few seconds he pulled the trigger and let off a crackling shot.

Durest's loud report of the muzzle sends a shock through the battle lines of hobgoblins, and the shot is accurate enough to punch a hole right through Gaspar's half-plate, dealing 12 damage.
The disgraced Taldan knight looks down incredulously as blood trickles down his battle-worn fighting harness. "The devil was that!?"

You see the Taldan knight quaff a potion and grasp a nearby heavy shield before moving along with his hobs. He holds his sword skyward, then cuts it through the air, pointing it at you all. "Archers, loose!

Scrunching down, she tries to make herself harder to hit as she fires off two arrows. "Keep the pressure up guys! Be mindful of the archers though."
Sidestepping after the shot, she begins making her way across the field.

GM NOTE: I took a second look through the encounter, and there's only supposed to be five hobgoblins in Tier 1-2.
Given that I split them into a melee and ranged groups, and the melee guys didn't really do anything aside from move and draw their shields, the combat state as it is shouldn't be affected, but it certainly more of a fair fight now.
Eltran's crossbow bolt hits and punches through Gaspar's armor, dealing 3 damage!
Zeprhirine's arrow strikes one of the hobgoblins dead!
The summoned djinni, finished with the troops it was fighting earlier, races across the hobgoblin battleline, becoming a whirlwind that picks up and scatters half of the hobgoblin ranks into the desert before returning back to the Plane of Air.
