Knowledge Arcana for cultist
The information you gather is sometimes people will gather to cast a ritualistic spell which takes hours sometimes days for one to cast. This usually takes a group of like minded people in which one person is lead and the others are assistants. These spells actually consume the energy of the spellcaster rather than the weaving of mystical energies to gain a desired effect. If tried untrained these often will consume the life of the spell caster.
For the information regarding the Rapine Storm as it relates to Arcana see what I wrote previously and add that there are Manu rituals involved in the coming tempest.
The whispering tyrants is an old lich wizard from ustalav that has been trapped buy still has a presence known through a cult known as the whispering way. That receives their instructions in hushed tones and whispered dreams. He was prevented from rising again in the year 4712.
I am trying to give imimrtl a little time to finish his character. But I don't want to make this drag so I will post the next scene when you meet at te library tonight. Hopefully he will be close to finishing by then

Place: The Lepidstadt University Library
The library seems a different place at night it somehow seems colder. Usually there is a quiet bustle going on but this is just quiet. Quiet and cold. The shadows seem to grow longer with every passing moment as you wait for the rest of your colleagues to gather. Even the flicker of the gas lights in the light poles on the walk seem to play trick with your eyes and at least the Chelaxian shadow beasts haven't made it this far north since their new regime.
As you walk the floors going to your meeting place your shows squeak and squeal with every slight misstep.

Victorian era... Would it be super unreasonable to be walking around with armor and weapons of some sort or another? It would be reasonable for a gentleman to have a sword, right? but what about armor and such?
[edit] And Top Hats! just possessed by the idea of giving Jerall a top hat!!! at least for going out! playing a most proper gentleman!

Saliger sneaks 1d20 + 13 ⇒ (13) + 13 = 26 into the library and waits for all other attendees to arrive. When everyone is gathered he whispers from the silence "I'm glad you all have arrived. I believe tonight is going to be a very odd night. Better take your cloaks, its sure to be an icy night." and remains draped in shadows. He will follow as the rest of the party is ready to leave, sticking to the shadows as much as possible.

Xzavier is wearing quilted armor, so I'm assuming its just like a heavy padded coat or something. But yes, he has a long black cloak and tall hat too. (My inquisitor of Pharasma has the same appearance. And strange to tell, he's in Lepidstadt at the moment.)
His legs twist strangely as he paces in the library, the gleaming brass and iron humanoid with the clock face stands nearby. It says nothing, but continues to tick, and you can feel a heat and weight from both of them that seems to indicate they are thinking heavily.
Xzavier clicks by with his cane, but his speed belies his need for such a device.
"I understand, but perhaps more in the way of some defense would be appropriate. I have Harbinger, who is enough metal to be a problem for some people, but perhaps not nearly a large enough deterrent for the place where we're going."

Not totally done with the character yet but I have enough to proceed as far as socially.
Running into the library, Dr. Crane is veritably bouncing with excitement. Moving past the tall rows of books and manuscripts he heads towards the meeting area where he expects his colleagues and students have congregated. Seeing Xzavier pacing he runs over to the group and says I've done it! I've managed to compensate for the power bleed on the posterior transducer! My suit works! I haven't had time to test it yet but I am sure it works. Suddenly noticing that everyone looks on the verge of standing up he says, looking confused Are we going somewhere?

Strolling into the library, normally enjoying the disconcerting feeling that it gives him at night, Jerall doesn't have the ranks in perception to notice Saliger, even with a nat 20, so he starts in surprise as the Goblin speaks, his favorite old, somewhat squished, top hat falling to the floor!
He carries a gentelman's rapier at his left, and dones a dark cloak over his slightly foreign looking armor. It wraps around his bust, hanging down and concealing the whip at his right. He replaces his head-gear. "Hello, gentlemen. Ah, Archebald, I know the words you speak, but as usual, I don't understand a word of it." he says to the good doctor, with a grin walking over to shake his hand. "But you finally got that thing working?"
"We're on our way to the Bizarre Bazaar, this fine evening," he adds in a lower tone, not wanting to advertise it to any others who may be "studying" after-hours.

You finish your pleasantries and then start making your way to the Bizarre Bazaar and lies about a mile due east. If only you could travel due east. You find yourselves weaving through allies and dodging what even has the slightest look to have the authority of law on their side.
You arrive outside outside the warehouse and find two guards, and yes that term is used loosely. Though they stand at the ready the look like they might just as well break your leg for the fun of it than keep order at this market.
Making your way inside you see all manner of vendors and customers. There are tables with plans, herbs, books, guns, cybernetic limbs...anything you can imagine is there. The customers are diverse themselves. The dress all seems to be the same. Either you stand out or you blend in but you make sure to cover your face. Still some people deny this custom. There is an older gentleman surrounded by several well armed individuals. There is a a group of two women and three men looking at blueprints. You even recognize some familiars. You spot Dr. Covington, alone. And there are several of your students there as well, there in a group near an fighting cage is Alain, Shari, Domiel, with another male and two more women you haven't seen before. They all seem to be in the crowd that stands out wearing bright colored scarves and phosporescent paint on their faces.

Continuing to stick to the shadows1d20 + 13 ⇒ (9) + 13 = 22, and staying behind and between the clockwork creature and the walking suit of power armor, Saliger looks around anxiously and keep himself drawn close to his allies.

Xzavier looks around the room, once again. Attempting to identify the person who might be E.
He does not seek to hide his identity in this place, but he does wonder about the strange rituals of the younger students.
"Master... do you think time will ever stop?" Harbinger's questions at the most inopportune times were sometimes a nuisance.
"I doubt it, Harbinger. Well, let's say, it seems unlikely."
"Ahh."
The heavy metallic man looks around the room, but if there is any aggression or defensiveness in the posture, it does not demonstrate it.

hate wasting a 17 when all i needed was a 2... He knows who the guards are and takes care to steer clear of them and their ilk, as not to tempt fate.
Jerall tries to figure out who this enigmatic "E" fellow is that sent him this note, looking around chatting quietly and warmly with those who seem like they won't take offense at being talked to. He does seem to favor the women, as they tend to respond better to him.

In the main room you just see busy vendors and consumers. There are guarded passageways one leading into another room on the far east wall with a hulking humanoid with his arms crossed blocking the door and another one blocking a stair case that leads up to where you see the young fellow who handed you a note lurking about.
The atmosphere is noisy, almost too noisy for you to think. This is coupled with the clamor of rain on a tin roof that starts as a drizzle but steadily picks up. Whatever light that would be shone by the moon is drowned out by the clouds.
None of you see your personal contact in this section of the bazaar. Though these are more objects most of you are looking for more specialized customer service.
Jerall as you make your rounds, one of the women watching the fights says E., oh you must be talking about Mr. E. Ask Kipp, he'll know. And she points to the courier watching above.
You see Alain removing his shirt and embrassing his friends as one of the unknowns proceeds to wrap his hands. He then steps into the ring that is open to rain above. creating a mud pit for a fighting arena.
You see the older gentlemen with the multiple guards approach the muscle guarding the door to the other room. Hand him some coin and then proceed through.

"Well, there's a fellow, Kipp, that I aught to find sooner rather than later. he may be able to find this Mr. E fellow that gave me my note to come down here. ALso see Allain over there?" he asks the others.
He turns to the other two educators, "Xzavier, Doctor, it seems our student is about to get himself into a bout of some kind. As faculty, should we perhaps look in on this situation?" he asks pointing at Alain. "You want to see who he's tangling with, or perhaps speak to yoru students?" Wherever Xzavier goes, Jerall will go the other way, either to the ring or the students, [ooc]unless Xzavier thinks they should move on entirely, although Saliger and the Doc can look for Kipp.

The hobgoblin shakes the purse. Uncrosses his massive arms, and throws a thumb out pointing behind him. He says curtly One.
The action in the ring seems to be picking up. Alain's opponent seems to dwarf him as you see a massive well muscled half-giant. Alain seems unphased.

Dr. Crane wanders around with his colleagues looking at the various items for sale. He makes mental checklists for items to stop and look at later. Watching the fight is interesting and he wonders how he would do himself in the ring. When he sees Jerall wincing at the hobgoblin he tosses a purse to him to recompense him for his losses completely.
Thank you for paying Jerall but it's not necessary I can cover us.

I look through the scrolls, how many 1st scrolls are there? Anything I want? Random chance or something?
Saliger browses the scrolls for a minute, before slowly checking out the door. Noticing it is unguarded he believes its safe to go through, and nods to the rest of the group, ready to go in after them.

A lot of the rolls of plans are schematics for various technological devices. There is one that has scribblings of a crystal on it and various formulas to try on it. There is a tome that comprehend languages will not work on it. It is a small leather bound tome.

Books a little out of my price range. I'd like to turn on detect magic and identify the schematics. If any of them buzz I will focus my detect magic to pick up an aura. I also want to examine the crystal one longer and ask for a price on it. If any of the others buzz for magic I'd like to inquire about a price.
At the 50% mark-up I'm only going to buy Grease for the time being. By cost associated with it you mean time/spellcraft check, correct?
What kind of blueprint/formulas are we talking about, or is that just character specific for our mad doctor? I guess I've never heard of these. Also how much money do you have Dr. Archibald?? You like Batman??

They are all scrolls of somesort so all the scrolls blueprints an formulas rediate magic.
As far as price for the crystal one he says Oh that one, for someone like you, let's call it 175
There is a cost requirement to scribe scrolls into your spellbook to permanently add them is there not?
As far as how much money you can ask him in character but j will tell you he is the richest resident of Lepidstadt without a doubt.

The fight is impressive to say the least. It looks as though both opponents took a wallop last round. This round starts of strong as the brute rushes Alain. Who sees the attack coming an rolls out the way. Recovering to his feet just in time to duck and weave under two haymakers thrown by the half giant where he capitalizes with two hooks of his own. One to the body the other to the jaw, followed by an uppercut with his left. That sends the brute staggering. The brute grabs Alain and throws him against the cage so that he may rush again. Alain sees yet another opening an delivers a quick jumping knee to the jaw and on his way down a elbow to the back of the head that send te brute to sleep. Alain staggers back and raises his hands in victory.
