Potion of feather step legal?

I thought spells had to have a range of touch could be potions but in a blog for society survival, I saw a potion of feather stepping and wondered if it would be actually legal or not. Or is there another rule I dont know about that makes it legal?

Nope, just has to be able to target at least one creature. Target of one creature is good enough.

Side note, range of "Personal" spells are note eligible to be potions.


Spells with a range of personal cannot be made into potions.

Also Feather Step doesn't have a range of touch. It has a range of 25ft + 5ft/2 level.
