Hello, my DM has recently informed me that he'll be running a Shackled City campaign, and I've been thinking of making a cleric that specializes in casting offensively. Is the best way to go just to specialize in inflict spells, or is there a better way that I'm not seeing. As for now I'm thinking a cleric of St. Cuthbert with domains Destruction and Domination. Any opinions? Thanks in advance :)

Inflict spells generally suck. For offensive clerics, there is no real standard for you to follow; just look thru the PHB and whatever splat books your DM is okay with to find the spells you like. If your DM isn't stiff about expanding spell lists, you and he could create new ones geared toward offense. For example, lower level Harm spells can be very effective.

But seriously, in terms of direct damage spells, while there are some good ones, your best bet is to make him a "fighter"...An appropriately buffed cleric can lay down some serious hurt. Just remember you don't want to waste more than 1-2 rounds buffing (3 tops) otherwise the fight is usually over before you start.

Make sure that every time your cleric casts a spell he/she shouts a curse word, makes an obscene jesture, or eats garlic cloves before spellcasting...
All of which would make your character offensive to me!

"Offensive" spells are generally more indirect (eg. holy aura, blade barrier).
With the destruction domain you could eventually make a staff of disintegrate.
I can't remember where the Domination domain is (though).
One good potential spell is Spiritual Weapon- particularly when used with Divine Power. You could consider making a staff with spiritual weapon and quickened spiritual weapon. (A few months ago I thought about creating a 3-level PrC that lets you cast spiritual weapon as a free action up to the number of the PrC level, but then discarded it as potentially to overpowering.)
If you swap domination for the good domain, then you could also eventually create or purchase a 10th-level wand of holy smite.
Not sure what else to suggest (other than the Spell Compendium, as someone else has suggested).

...Buy a cure light wounds wand as soon as possible; otherwise your character will lose his entire spell slots casting healing spells - Cauldron is a quite a lethal campaign.

We are currenly playing SCAP and I used to be the party cleric.
He was a Warlock/eldritch disciple. This combo is nice as I was doing on average 7D6 (9D6 vs evil outsiders)blast every round without using up spells. I could do more but I was trying my best not to powergame. I could also heal a party member 200 ft away from me using my blast (7D6)about 10 times per day. He was pretty offensive with the blast, saving his spells for other things.
Dang party archer got confused and killed me during an ambush, though.
Now I am playing a sorcerer/force missile mage. I used a feat to get the healing domain and added all the healing spells to my spell lists.
I also have healing added onto my monks belt to have extra healing, as well as a chesthair shirt of suffering (3D8+9 healing). I use my other spells to blast away. We have not been too bad off with me doing this. Just make sure to have items to restore ability points and to get rid of disease and poison.
Another option though.

The two best domains for an offensive-casting cleric are Fire and Sun. A cleric of Obad-Hai would have access to Fire and a cleric of either Ehlonna or Pelor would have access to Sun.
