On page 322 under "Other Actions in Starship Combat" it specifically calls out "such as casting a spell..." as something you can do during combat.
That said, overcharge weapon on a tier-1 starship weapon maybe pushing the design space beyond what it was intended to accomplish. You do still have to hit with it though.

"Class features and items affect crew actions only if specifically noted in the class feature or action."
The most common thing you can get to affect starship combat are skill bonuses, hardly anything else ever counts I believe.

I think they were leaving the possibility open for a future spell that would give a bonus to skills with that wording, Compucast. If this were a home game or campaign mode, I would let it work, because that would be better, but in this case I don't think the rules as written allow it.
