I seriously thought about it and went so far as my clan's children are all born in Year of the Dragon. But man, the conflict would be HUGE! Raskul may still take it? That would fit his character.

it's a force of personality thing.
"Nothing in this world can keep you from what you desire. You can spend a Hero Point to prevent any of your opponents from spending a Hero Point or Hero points for the rest of the current encounter. You must do so before they spend their point and you must do it on your turn."
It's a form of intimidation. You basically intimidate your opponent into cowardice. It's like an attack.
