But normally speaking, penalties would require a 0 modifier, would they not? Bonuses = +, penalties = -.
How can one deal a +3, when there is not enough str points for +3 to dmg. It just lessens the bonus. It's a debatable topic, imo.

Btw, that is an elevated plateau, 15 feet higher.
Back in among the dead, you needed a clear sight of the space you wanted to cast it in, that'd prevent it this time.
Btw, the placements were still inconsistent with Kenji & Sele's attacks against the medusa. I've adjusted them.
