The problem is the entire AP is set in Korvosa, one of the most racist cities in the world. Playing races outside of the norm is bad enough in this case, but playing ones that are generally evil is going o lead to *lots* of badness.
I'm generally ok with letting people play what they like and is characterful, but in this case, it could easily lead to issues.

Howdy folks! I don't have a mage on these boards yet, and though I prefer Dungeon World I like Pathfinder also. I'd like to submit a human Sorcerer, of the Elemental Bloodline of Earth. I confess to know little and less about this particular Adventure Path, but I have a long history of active posting and high RP in the campaigns I've DM'ed and played in.

I'm definitely interested. Presenting Erik Copper, a Lvl 2 human wizard:
Standing at a rather unimposing five foot four, and weighing under a hundred and twenty pounds when soaking wet, this youth could easily blend in with the scores of Korvasian waifs and street urchins that traverse the shingles and throng the ports. Yet there is in his eye something that sets him apart; a gleam of pride, of bold intelligence, and provocative defiance.
Erik came into his magical training mostly by accident, partially by luck, and most definitely due to one incredibly dangerous bluff. Always fascinated with the arcane arts, he taught himself as best he could by stealing tomes from private residences and counting on his innate talent, but never progressed beyond one cantrip.
Having taken to lurking around the Acadamae, he witnessed the kidnapping of a wealthy novice, a kid no older than himself, who was whisked away, his bags and books left on the sidewalk.
Not thinking, Erik seized the boy's books, read his name on the inside cover, and presented himself boldly at the gates for his first lesson. His magical aptitude impressed his bored master enough that his dirty clothing and uncouth manner were overlooked, and for a year, Erik enjoyed the most wonderful experience of his life.
It all ended when the original student's down payment ran out, and no more gold was forthcoming. The Acadamae inquired to the family, learned of the deception, and Erik barely made it out of the building before they arrested him.
Since then, he's been trying to continue his training while avoiding those he rubbed elbows with at the Acadamae.
