Hmm, that is interesting. Maybe it is so that the divine power is centralized in one group while still allowing those faithful without such power to play a strong role in the church. Also, regular people who are strong believers will be leading the masses while those with special favor can focus on healing the sick and the wounded.

My guess is it has to do with the fact that Mitra is kind of spread thin. He kicked out all the other gods in Talingarde and doesn't have the diefic oomph to fill the void and power all the priests and temples in the land..
The monastic order is a smaller organization so it's power is more concentrated.
See i thought it was opposite of this.. In the majority of DnD the more followers a diety has the more powerful he/she is.. Therefore more power to give out etc.. Maybe im wrong there, but i always thought it took alot of followers to get promoted to say a greater diety..

Those reasons make a lot of sense. Additionally, those with the divine power are focused on seeing to the week and injures, in war and when in not. Meanwhile, those without divine power are focused on maintaining the flock, adding a real element to the benefits of worshiping Mitra. It isn't about worshiping because his faithful can do these incredible things, but because he actually cares about you. A good way to advertise that if you ask me.
