The plan was to tie up the cart and lower it.
Then tie up the goats and lower them, one by one. Also you said the goats could get down there on their own, so the second part may not even be necessary?
EDIT: Aren't the supplies basically backpacks and bags? We can also lower them, right? Like 40 lbs at a time for example?

Clarification on skinwalker:
Each time a skinwalker assumes bestial form, she can choose to gain one of the following features:
2 claw attacks that each deal 1d4 points of damage
Darkvision to a range of 60 feet.
+1 racial bonus to natural armor.
He has to choose one of the 3. He chooses natural armor at the moment.
And of course a skinwalker can change shape to and from a bestial form as a standard action. In bestial form, a skinwalker gains a +2 racial bonus to either Strength, Dexterity, or Constitution. He chooses to gain str, lose int.

Ok clarify that, I thought the + 2 wis, and - 2 int. was non-change related and only the + 2 str. or + 2 dex or + 2 con happened. because it's different for the specific lycan types. Also I assumed I had to chose which physical ability score, but maybe not...
The mutagen is + 4 str - 2 int. or + 4 dex - 2 wis. or + 4 con - 2 charisma. Then also + 2 armor

You may choose which physical ability score you want to boost. But you getting dumber only happens when you shapeshift.

OK, notice the terminology and placement of the comma. if the list was all three there would be no need for the comma before the 'and' it would say "They gain +2 Wisdom, –2 Intelligence and +2 to one physical ability score while shapechanged (1 RP)." Because there is a comma it separates intelligence and wisdom in one list and one physical ability in a second list.

Also "Changed shape" only mentions gaining a physical improvement not gaining and loosing mental stats. Also notice how under the Variant skinwalker heritage there are three stats, only one of them is in brackets. The one in brackets was the only one that changed when in beast mode.
When I created him using 20 pts wis. was 10 and Int. 12. I thought the swap was permanent, and only str. would change.
I don't mind doing it the way your describing. Just let me know if you want all three to change when he shape changes. I will change his skills for both and add another language, then he could speak a second language in humanoid mode and would only be able to use the spell like ability in beast mode. It's just more numbers to crunch.

If we get into combat early on, Ratel will kick skeletons, pierce everything else with the scizore. I still say it should look like Madmartigans weapon Bear will bite and claw... I bet you were wondering right?

Strategically I would say we should all retreat 5' to guarantee no more than 2 skeletons attacking at once.
I think Ratel should fight defensively also, and we can swap places whenever.
EDIT: I corrected the Disrupt Undead Attack for a total of -8 penalty to hit (thanks for the correction GM Mort). Geeeez :P

Not sure how useful scouting would be since the encounter triggers the moment the party steps in.

Scout observes the room.
Scout doubles back and informs skeletons are on the floor.
Group saw footprints of skeletons and is suspicious.
Group moves 10' from entrance and casts detect magic (does it detect animated skeletons?)
or
Group decides on marching order that benefits the most IN CASE we need to fight skeletons
etc.
With scouting, the possibilities are endless :D

Scout opens the door, sees skeletons. Skeletons rise and initiative is rolled. If scout loses initiative, he gets too many skeletons on him.
Opening the door is the trigger for the skeleton encounter. K tweaking the attacks and setting up.

Shield bonuses do not stack, sorry.
Each type of armor grants an armor bonus to Armor Class, while shields grant a shield bonus to Armor Class. The armor bonus from a suit of armor doesn’t stack with other effects or items that grant an armor bonus. Similarly, the shield bonus from a shield doesn’t stack with other effects that grant a shield bonus.
Highest(heavy shield) takes precedence.
