A bunk room can sleep 10 people. 4 bunks for 32 kids. 2 common rooms. for meals and other activities. Kitchen for cooking. Storage for storing. Infirmary to look after any sick kids, or other sick people in the area. Offices for people to do stuff that needs some privacy. Bedrooms for 2 people to stay in, probably a nurse and a caretaker. Classroom to teach the kids

There are things that need to be done in an order. Like building the sewer before building the lavatory. Such things are added. Everything else can be done in parallel if you get enough workers. Until you build a second floor. Then everything on the first floor has to be finished first.

CONSTRUCT BUILDINGS
You can use your downtime capital to create a building
that suit your needs, such as a temple, guildhall, or mage
tower. You construct a building out of component rooms
that allow you to configure the building exactly how you
want it (see Rooms and Teams on page 90).
How much capital you can spend per day is limited by
the size of the settlement you’re in (see Spending Limits
on page 80). Once you’ve spent the total capital and time
needed to finish your building, it’s complete and you can
use it immediately.

Magnimar is apparently a large city so can spend 50 a day.
So I can start 2 bunks one day, and 2 the next, then the 2 bedrooms, and everything else filling in gaps in capital spending.
So Minimum is 25 days. You can decide it takes longer or shorter though
