The seneschal was suspicious of the Queen shortly after Eodred's death, but he didn't voice this to anyone but the queen, giving her the benefit of the doubt. The party is currently working for the queen, so someone who is very suspicious of her might not be a good fit at the moment. If you don't mind me making a suggestion, why not have Adrastal be part of a patrol that went into the docks to root out thugs causing trouble then ran into trouble when you got jumped by a large group of dock workers. It's okay for him to dislike the queen, but I think that having him be actively suspicious might not be the best move at the moment.
