Harrow Points

A character can spend his Harrow Points in the following ways.
Dexterity Rerolls: Spend a Harrow Point to reroll any one
Initiative check, Reflex save, attack roll modified by Dexterity, or
Dexterity-based skill check. You must abide by the new result
(although if you have additional Harrow Points remaining, you
can use them to attempt additional rerolls).
Dodge Bonus: Spend a Harrow Point to gain a +1 Dodge
bonus to your Armor Class for one encounter. You can spend
up to 3 Harrow Points per encounter to increase your Armor
Class in this manner.
Speed Increase: Spend a Harrow Point to increase your
base speed by 10 feet for one encounter—you cannot spend
multiple Harrow Points to increase your speed multiple times
in one encounter.

Eel's End:
Eel's End is the collective name of the ships docked at the last (or first, if you're heading downstream) pier of Old Korvosa. The floating menagerie boasts a casino, a brothel, an inn, and a drug den that are all attached to the end of the pier. The place gets its name from the old ship docked at the very end of the pier. Devargo Barvasi owns and runs the place, and though there are many rumors of his illicit dealings, his taxes are always on time and his policy of handing over fugitives who try to hide at Eel's End insures his continued proprietorship of the place.

The Dwarf's Axe:
The unassuming tavern and brothel stands barely a block from the Jeggare River on Warehouse Way. Though overshadowed by the more popular and famous alehouses and inns around Korvosa, the place is famed among locals and adventurers in the know, and Brask's brews are held as the best in the city. Eel's End may offer more vices, but the Dwarve's Axe is said to offer only the finest. Shiver and other drugs are not to be found here. Ale, whiskey, beer, mead, and other libations are in abundance though, along with some of the prettiest girls one is likely to see this close to the docks.

Brask, the dwarf who owns the titular axe and the tavern is often described as gruff, ruff, crude, and rude. He has thrown people out for stealing, and the semi-often brawls that happen always have him in the middle of it. Those that point out his faults often also point out his kindness. Many of the girls and boys that work for him were once street urchins with no one to care for them. All of the regulars know better than to harm one of his employees and those who visit for the first time are told that when a girl, or boy, says "no," you drop it. Few rarely ignore this and fewer still try a second time. Despite being a brothel, Brask never forces anyone into that role, if they don't want it, though his fair treatment and intolerance towards violence against those in his employee have gained him the respect, affections, and services of a good number of the free lance prostitutes.
