I guess I will have to see who can spot who from farthest away. Tik tik gets a +8 due to being tiny to avoid being seen. The dragon gets a -12 to avoid being seen. His perception score overcome the disadvantage at being able to not be seen. Tik Tik follows the dragon for about 300 feet, when it suddenly looks back at him. Then it starts to cast a spell and disappears from the sky.
Plane Shift will not teleport you anywhere on this plane. You would have to leave and come back, but the monster only has one prepped.
The Astral Deva while only a CR 14(sorry about that CR 15 restriction)has plane shift as an SLA(at will), but you still have to roll the percent die to see how far away you will be.
Trumpet Archons have greater teleport at will(self only).
PS: I see I misread your intentions. Randomly visiting a deity is not something even high level adventurers get to do, any more than an evil cleric can just show up and expect to see Asmodeus, even if he is helping the cause. The spell that might give you a penalty to your intelligence just for speaking to a deity would no use if you could just plane shift to the deity and avoid the potentially harmful aspects of the spell. Such a thing also bypass the commune spell.
I guess that now begs the question of who would have free access to a deity though other than maybe another deity.
Then the bonuses and penalties to Perception didn't matter.

Here is what we know with the information give to you by the dragon. He killed everyone in that town so that is why there will be no knowledge of the history between the stone and the dragon or his relationship with Tesh.
The reason why Tesh and the dragon resumed their issues was because Tesh did not stay dead, and intended to kill the dragon, most likely using "an army of scythe people"
You can only take 20 on knowledge checks if you have a class ability that allows you to do so.
