What are people's thoughts on allowing FCBs from any race, at least from core races? In this specific example, I have a Half-Orc Slayer who wants to use the FCB bonus for Human Slayers (1/6 of a new talent per level).
The baseline for Half-Orcs is "Gain a +1/3 bonus on critical hit confirmation rolls made while using sneak attack (maximum bonus of +5). This bonus doesn’t stack with those gained through Critical Focus and similar effects."
On one hand, the Half-Orc bonus seems pretty bad. On the other hand, he also is using the Half-Orc specific Sacred Tattoo.
What do you make of the situation (and concept in general)?

Half-Orcs and Half=Elves can use the Human FCB per RAW.

There are a multitude of ways to gain access to human stuff, since a lot of races have human roots or otherwise have the ability to count as humans for race related things. Since the feat Racial Heritage is a human thing, pretty much any of these races can access stuff from any of the other races RAW, it just costs a feat.

To address the general situation, I wouldn't let elves take a dwarf FCB (for instance) without at least first expanding the Racial Heritage feat to non-humans and requiring said elf to take Racial Heritage (dwarf). That is, if you're going to allow cross-race FCBs (in general), there should be a price to pay. Also they shouldn't be able to treat racial FCBs like a buffet, which using Racial Heritage precludes since you can only take it once.

I seem to recall a discussion a while back, that this is not permitted in PFS. I'm not a Society player, so it didn't affect me enough to bookmark it or anything, but the Society-specific rules were that favored class bonuses are only for the listed races, not other races that count as those races. In a home game though, you should be fine.
