That's exactly what it would be. Note that it's not very sturdy if someone decides to sunder it.

You're much better off simply taking the 5 foot step and shooting.

Empty Quiver Style lets you use your bow as a melee weapon (specifically either a light or heavy mace), and eventually lets you use feats and abilities that augment your ranged attack and damage rolls with your bow while you punch a dude with it.

Yes, nearly anything (including manufactured weapons) can be used as an improvised weapon. However, when using a manufactured weapon in an improvised way you don't get the benefit of feats and abilities (e.g. Weapon Focus (longbow)) that apply to the intended use of the manufactured weapon and any enchantments on the weapon do not apply.
