Also, pretty sure the trait you're referring to is Wayang Spellhunter, from Dragon Empires Primer. The trait allows you to reduce the increased cost of metamagic. If you had it for Fireball, and the appropriate metamagic feats, you could cast an Intensified Fireball at level 7 (though Intensified doesn't help until 11+ for Fireball) or an Empowered Fireball (as a 4th level spell) at level 10.
Pathfinder Design Team made a FAQ ruling about the topic here. Ought to include Wayang Spellhunter from context to the whole thread.

Only with +0 Metamagic like Eclipse Metamagic , Merciful, or Fleeting.
Remember, it only works when adding Metamagic feats. All other Metamagic feats are +1 or higher.
So, you can take Fireball only if you add Merciful Metamagic.
You can't make it a level 2 spell, even with +0 level metamagic abilities.
Metamagic Master is actually renamed on www.d20pfsrd.com (which is commercial) from Wayang Spellhunter due to legal reasons that do not currently affect Archives of Nethys (which is not currently commercial). In either case, this trait needs a FAQ/Errata like the one for Magical Lineage (www.d20pfsrd.com's Metamagic Master entry provides the link to the post that precedes the FAQ, but it's off by 1 post; the link to the Magical Lineage FAQ is correct). This FAQ/Errata is currently missing for Metamagic Master/Wayang Spellhunter, but you should treat it as if it has the same thing.

I think what he's asking is whether or not he can pick Fireball as his chosen spell at level 2 even though he doesn't know it yet.
OP asked "So with this trait can I pick fireball as a level 2?" which makes it sound like OP wants it as a level 2 spell. Which is a no.
However, if actually asking if can pick fireball at a level where they can't cast it yet, then yes, even with the trait chosen at level 1, can pick fireball (spell level 3) as the chosen spell for Wayang Spellhunter even if can't cast level 3 spells yet.
