When you get the Expanded Arcana feat through Paragon Surge can you choose a different spell each time you cast it?
A single 3rd level spell is able to give you any spell on you spell list. Is it working as intended?
No, not any more. You used to be able to but the FAQ/Eratta on Paragon Surge means you must make the same choices each time you cast the spell the same day.
It is still incredibly effective.

As andreww said, using Paragon Surge with Expanded Arcana, according to the Advanced Race Guide FAQ, you can choose a different spell every day. Multiple castings of Paragon Surge on the same day (having already used it once for Expanded Arcana) will gain you the same spell again. Casting Paragon Surge and choosing Expanded Arcana the next day will let you choose a new spell.
It's a powerful combo, but not really ambiguous. No need for a new FAQ request.
