So it was asked by someone else, but due to political talk the thread was closed without a definitive answer.
What does this replace since Half-Elves don't have skilled?
Might we assume the intent was Adaptability?
After all, the trait IS PFS legal which is therefore kind of odd, as how do you take it?

Sometimes half-elves are born with no obvious elven features. Their parents may even be humans with only faint traces of elven blood. They gain the human’s SKILLED racial trait. In addition, they receive a +4 racial bonus on Disguise checks to appear human. This racial trait replaces adaptability, keen senses, and low-light vision.

I actually gave the wrong reason why it wouldn't work. The Advanced Race Guide (as well as, I think, the Advanced Player's Guide) has the following text:
"To take one of these alternate racial traits, you must exchange one or more of the existing standard racial traits available to the race. You can exchange one or several of the standard racial traits, but you cannot exchange the same racial trait more than once."
It is actually the first sentence in that quote rather than the second that stops you. Since Skilled is not a standard racial trait available to half-elves, you cannot exchange it for another alternate racial trait.
