The spell is cast, free action shift grip to wield the axe with both hands and deliver the spell via spellstrike. Perfectly legal. You could even toss a move action in the mix. This has nothing to do with your post. You quoted spell combat, but the OP already knows spell combat doesn't work, it's in the title.

He can cast the spell one round, then the next round he can attack with the two-handed weapon, using Spell Strike to channel the spell through that two handed weapon.
This is legal, just not effective -

Standard action: Cast touch spell.
Free action: Place free hand on two-handed weapon
Free action: Deliver touch spell via Spellstrike

You can even use spellstrike twice in one round.
Step 1: Use a swift action to cast quickened shocking grasp, then use spellstrike to deliver the charge through your weapon as a free action.
Step 2: Use a standard action to cast shocking grasp, then use spellstrike to deliver the charge through your weapon as a free action.
Step 3: Use a move action.
And, of course, you can perform the three steps in any order.
