I am looking for ways to increase a saving throw. Specifically I want easily accessible no Fiat required ways to do so, that are available regardless of class.
I have the following so far.
1.) Cloak of Resistance
2.) Stat booster belt/headband for the appropriate stat.
3.) Saving throw and greater saving throw feat
4.) Saving throw Trait.
5.) Pale green Prism Ioun stone
6.) Divine grace feat (Nice, but being limited to divine casters makes me unhappy.)
7.) Headband of Fortunes Favor. (Only good if you can slot swap so as to not conflict with Chr/Wis bands)
8.) Candle of Invocation. (Very good for use in a prepared area but bad for mobile adventurers.)
9.) Dragon-Bone Divination Sticks. (Nice but the random effect can limit their usefulness.)
10.) Stone of Good Luck (Does not stack with the headband but if in PFS or somewhere without slot swapping is a good but expensive option.)
11.) Many items with resistance bonuses to saves that do not stack with cloaks of resistance and are more expensive. (Sometimes useful but usually for the other abilities and not for the resistance bonus.)
12.) Halo of Inner Calm. (Only OK for good aligned Teiflings.)
13.) Stat raises by level gain.
14.) Stat books.
Things I do not want to use.
1.) Specific Monster abilities that require me to make the Creature/GM happy to get/keep the bonus.
2.) Bonuses that effect only in certain circumstance such as the cloak of Arachnidia or the Belt of Dwarven-Kind. (The belt is almost good enough to use, but it would hurt to lose the slot for something that does not just give a flat + to a save.)
3.) Homebrew or "Fix" ideas.
4.) Buffs from specific class abilities or that are not usable all day.
5.) Third party content.
I am just looking at the basic saves math and want to make sure I do not miss anything.

The Steadfast Personality feat gives you a bonus on saves vs mind-affecting equal to you Charisma modifier.
And the feat Irrepresible lets you use Cha instead of Wis for will saves versus charm or compulsion.
Not sure if you consider those "circumstantial" but they're good for a Cha-based character.

Good aligned characters can benefit from Bestow Grace. It's not necessarily as versatile as the Divine Protection feat, but a wand of it is roughly 6k gold, which isn't too shabby.
